HomeMy WebLinkAbout3.038 HOUSING ASSISTANCE SPECIALIST III 20211101PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 3.038 Class Specifications for the Class: HOUSING ASSISTANCE SPECIALIST III SR-20, BU-13 Duties Summary: Performs the full range of assignments in the housing assistance program; and performs other related duties as required. Distinguishing Characteristics: Positions in this class independently perform the full range of assignments in the housing assistance program including program representation, application and claims review, program monitoring, and operations review. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Conducts interviews and meets with applicants to obtain and/or verify requested information; • Evaluates application against program requirements; • Utilizes knowledge of the economic and labor conditions and trends of the community that affects employment situations to analyze information; • Interprets and explains applicable laws, rules, regulations, policies and procedures to current and potential program participants; • Informs landlords of program rules, regulations and procedures; • Landlord/tenant responsibilities and inspection procedures; • Encourages full participation and cooperation of landlords and recruits other landlords to rent units to applicants of the housing assistance program; • Assists those having difficulty by referring them to appropriate community resources, social agencies and property management firms; PART I HOUSING ASSISTANCE SPECIALIST III 2 3.038 • Meets with community groups and public and private agencies to provide information and explain program requirements; • Reviews and approves documents (rental agreement, housing assistance payment contract, etc.) for compliance with program requirements; • Coordinates housing inspections to ensure units meet eligibility requirements; • Initiates and adjusts rental assistance payments; • Counsels participants regarding disputes over late rent payments and other problems; • Assists in resolving disputes between landlords and tenants through discussions with parties and review of pertinent documents; • Investigates claims for unpaid rent, damages, and vacancy loss; • Evaluates findings and determines the amount and kind of payments to be approved and processes claims accordingly; • Investigates allegations of fraud to determine the validity of such allegations, documents and analyzes findings, and recommends actions to be taken; • Monitors households/units under program; • Processes applicant re­certifications; and • Performs other related duties as assigned. Knowledge of: Federal, State and local laws relating to the housing assistance program; problems in housing low-income families; philosophy and objectives of low rent housing; principles, practices and techniques applicable to the housing assistance program; community resources and their roles; basic research techniques. Ability to: Comprehend and interpret laws, rules and regulations, policies, and procedures within the County's housing program; obtain, analyze, and evaluate data; plan, organize and coordinate work; maintain records; present ideas clearly, concisely and effectively, orally and in writing; deal tactfully and effectively with others. PART I HOUSING ASSISTANCE SPECIALIST III 3 3.038 This is an amendment to the specification for the class HOUSING ASSISTANCE SPECIALIST III, which was approved on February 24, 2003, effective July 18, 2002, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 3.038 Minimum Qualification Specifications for the Class: HOUSING ASSISTANCE SPECIALIST III SR-20, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, economics, psychology, political science or a related field; and • two (2) years of professional work experience that involved advising and/or instructing the public concerning public assistance programs or processes, monitoring such programs, or performing participant eligibility reviews. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in in business or public administration, economics, psychology, political science or a related field or education credits in business or public administration, economics, psychology, political science or a related field can be substituted for up to four (4) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits specific to business or public administration, economics, psychology, political science or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months of experience). PART II HOUSING ASSISTANCE SPECIALIST III 2 3.038 A Master’s degree or PhD in business or public administration, economics, psychology, political science or a related field may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
