Class Specifications for the Class:
FIRE FIGHTER I
SR-17, BU-11
Duties Summary:
As a member of a firefighting unit, responds to fire alarms; participates in conducting
fire company inspections; fights fires; performs rescue work, participates in training
activities, maintains station buildings, grounds and fire apparatus; and performs other
related duties as required.
Distinguishing Characteristics:
This class differs from that of the Fire Fighter Trainee in that the Fire Fighter I
independently performs firefighting and rescue work to protect life and property; whereas
the Fire Fighter Trainee attends Fire recruit training class and receives intensive training in
the theories, methods and procedures used in firefighting and rescue tasks as a trainee fire
fighter.
This class differs from that of Fire Fighter II in that the Fire Fighter I independently
performs firefighting and rescue work to protect life and property; whereas the Fire Fighter II
performs moderately difficult firefighting assignments in a specialized line, support, or
inspectional activity.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Responds to fire alarms and other emergency calls, pulls, lays and connects hose
lines, operates nozzles and directs hose stream to effectively suppress fire;
• Gains access to buildings and other structures by spotting, raising and climbing
ladders;
• Makes forcible entry into buildings, frees obstructed entrances or opens walls which
impede any firefighting and rescue attempt;
• Ventilates enclosed areas;
• Uses various tools and portable equipment such as axes, saws, drills, cutters and
other firefighting devices;

• Rescues and removes persons from danger;
• Administers first aid to injured persons;
• Protects furnishings and other property by removing them from buildings or
spreading over protective coverings;
• Performs salvage and clean-up work when fire is under control such as removing
debris, loose beams, floorings, excess water and furnishings from the buildings;
• Reloads hoses, ladders, and other firefighting and rescue tools and devices for return
to station;
• Washes, tests, and dries hose;
• Attends company drills and training sessions in firefighting and rescue methods, first
aid, use of equipment and tools, departmental policies, procedures, fire codes, rules
and regulations;
• Participates in tours of fire districts to study and become familiar with the location of
streets, buildings, hydrants, water resources, standpipe connections, sprinkler
connections and fire escapes;
• Participates in conducting fire company inspections of buildings and premises;
• Keeps abreast of developments in the field of fire safety by reading publications and
trade journals;
• Performs housekeeping and maintenance tasks in maintaining station buildings,
grounds and equipment;
• May perform search and rescue assignments relative to persons in distress;
• Stands floor watch at the station;
• May demonstrate methods of firefighting and rescue work and explain the use of
equipment or distribute literature on fire safety;
• May operate fire and rescue apparatus, utility trucks and vehicle, as assigned;
• May perform mechanical and craft work in department maintenance activities; and
• Performs other related duties as required.

Knowledge of:
Firefighting and lifesaving principles, practices, methods and operations; use and
care of firefighting tools and equipment; first aid principles, practices and techniques;
breathing apparatus and resuscitation equipment; fire safety and prevention practices,
procedures, rules and regulations; departmental rules, regulations, policies and operating
procedures.
Ability to:
Learn and apply firefighting and prevention principles, practices, techniques, tools
and equipment to actual situations, climb ladders and work at heights; withstand sustained
physical exertion and perform arduous work under adverse conditions; act quickly and
effectively in emergencies; read and understand technical materials; apply basic math to
practical firefighting and fire prevention situations; understand and follow oral and written
instructions; get along with others.
This is an amendment to the specification for the class, FIRE FIGHTER I, which was
approved for the class FIRE FIGHTER on January 18, 1988, amended on November 15,
1991, September 27, 1996, amended and retitled on October 9, 2008 effective November
1, 2008, amended on June 23, 2014 and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
FIRE FIGHTER I
SR-17; BU-11
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• one (1) year as a Fire Fighter Trainee in the Kaua‘i Fire Department.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of a valid motor vehicle operator’s license, as required (Hawai‘i Type 3 or
equivalent); and possession of the following valid certifications:
1. First Responder Certificate or higher;
2. American Heart Association Cardio-pulmonary Resuscitation Certificate; and
3. United States Lifesaving Association (USLA) Aquatic Rescue Response Team (ARRT)
Certificate.
(These certificates must be maintained on a current basis thereafter).
Special Requirement:
Certificates earned in conjunction with Fire Fighter training programs must be
maintained on a current basis, as applicable and for positions involved in driving fire
vehicles, compliance with the requirements of the Kaua‘i Fire Department’s driver training
program.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
Irregular hours shift and weekend work, and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

Physical Effort Grouping: Special
This is an amendment to the specification for the class, FIRE FIGHTER I, which was
approved for the class FIRE FIGHTER on January 18, 1988, amended on November 15,

1, 2008, amended on June 23, 2014 and is to be substituted for that specification.
