HomeMy WebLinkAbout6.030 FIRE PREVENTION INSPECTOR II 20211104PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.030 Class Specifications for the Class: FIRE PREVENTION INSPECTOR II SR-23, BU-11 Duties Summary: Supervises and participates in inspecting buildings and other structures for compliance with fire safety codes, regulations, and laws; reviews construction plans and specifications for buildings and other structures for compliance with fire prevention and safety codes, regulations, and laws; plans and carries out fire inspection and enforcement activities within an assigned geographic area; and performs other related duties and required. Distinguishing Characteristics: This class differs from that of Fire Captain in that the Fire Prevention Inspector II supervises and participates in the field fire prevention inspection and investigation activities; whereas the Fire Captain plans, directs, and coordinates the County-wide fire prevention activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). •Develops and carries out schedules for inspecting buildings and structures to ascertain the presence of fire hazards or violation of fire safety codes, regulations, and laws within an assigned geographical area; •Instructs others in fire prevention inspection methods and techniques; •Reviews performance and provides assistance in resolving difficult problems of interpretation and enforcement; •Inspects buildings and structures and investigates origin and cause of fires; •Keeps records and prepares reports; •Recommends changes in policies and procedures, reporting forms and methods and in keeping of records to improve the effectiveness of the program; •Cooperates with the public safety activities; PART I FIRE PREVENTION INSPECTOR II 2 6.030 •Keeps abreast of developments in the field by reading pertinent publications and trade journals; •Reviews construction plans and specifications for schools, institutions and other public buildings, hotels, residences, business and storage buildings and structures to ascertain the presence of fire hazards or violation of fire safety codes, regulations and laws; •Checks for adequate fire wall protection, escapes, and exits, installation of extinguishing fixtures and equipment, alarm and signaling devices; and •Performs other related duties as assigned. Knowledge of: Principles and practices of supervision; firefighting principles, practices, methods, and equipment as they pertain to fire prevention; fire prevention and safety codes, regulation and laws, methods and techniques of inspection and investigation; departmental policies, procedures and practices pertaining to fire prevention work; geography of the County of Kauai; principles, and practices of public relations. Ability to: Plan, lay out and supervise the work of others; apply knowledge of firefighting methods, techniques and equipment, and fire prevention standards and requirements to inspecting buildings and structures and to reviewing construction plans and specifications; establish good working relationships; speak before groups; keep records and prepare clear and concise reports. This is an amendment to the specification for the class, FIRE PREVENTION INSPECTOR II, which was approved on July 1, 1994, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.030 Minimum Qualification Specifications for the Class: FIRE PREVENTION INSPECTOR II SR-23, BU-11 Training and Experience: A combination of education and experience substantially equivalent to completion of two years of accredited college or university course work; and •two (2) years* of firefighting experience in the Kauaʻi Fire Department (*Includes time as a Fire Fighter Trainee), and •two (2) years as a Fire Fighter III - Prevention Inspector in the Kauaʻi Fire Department. Substitutions Allowed: The following may be substituted for education: Work experience in firefighting in the Kauaʻi Fire Department may be substituted for up to four (4) years of the bachelor’s degree. An Associate’s degree from an accredited community college or trades school may be substituted for up to two (2) years of the education requirement. A Master’s degree or PhD may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II FIRE PREVENTION INSPECTOR II 2 6.030 License Requirement: Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent) and the appropriate licenses or certifications as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Special Working Conditions: Irregular hours shift and weekend work, and exposure to hazardous and obnoxious conditions as required. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, FIRE PREVENTION INSPECTOR II, which was approved on July 1, 1994, and is to be substituted for that specification.
