HomeMy WebLinkAbout8.426 WATER PLANT OPERATOR II 20211115PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.426 Class Specifications for the Class: WATER PLANT OPERATOR II WS-11, BU-01 Duties Summary: Supervises and participates in the operation, maintenance and repair of the County’s water sources, storages, and distribution systems equipment, including auxiliary equipment to ensure water quality; makes necessary adjustments to water conditioning processes to meet water quality standards; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its charged responsibility for supervising and participating in the operation and maintenance of various components of water sources, storages, transmission, and distribution systems and filtration facilities on a regular, emergency and stand by basis. Positions in this class are charged with responsibility for supervision and controlled operation of electrically-operated water facilities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises and participates in the operation, maintenance, replacement, and repair of equipment at the deep-well and booster pumping stations, water treatment facilities, control valve stations, storage tanks and water source facilities to provide continuous potable water supply in compliance with the requirements of the Safe Drinking Water Act; • Supervises and independently and as directed, operates the Supervisory Control and Data Acquisition (SCADA) system from remote facilities or personal computer; • Reads, maintains records and analyzes all appurtenant monitoring parameters obtained from meters, recorders, instruments, Operator Interface Terminals (OIT) and personal computers for such values as flows, pressures, voltages, amperages, power factors, hour meters, water levels, chlorine cylinder weights, chemical feed rates, residual values, vibrations, turbidity values and other parameters; • Supervises and participates in monitoring, maintenance, repair, replacement, and adjustment of chemical equipment for assurances of proper feed dosages including PART I WATER PLANT OPERATOR II 2 8.426 the timely replacement of chemical supplies for compliance with all drinking water rules and regulations; • Supervises and participates in the repair, maintenance, modification, overhaul and adjustment of pumps and pump systems, hydraulically, pneumatically, and electrically operated control valves, air relief valves, combination air and vacuum relief valves; • Manually operates valves with valve key or hand wheel operator and associated piping; • Responds to emergencies to trouble shoot and repair/replace malfunctioning equipment and components and performs security related duties, monitoring malevolent acts; • May maintain and repair water facilities; • Maintains records of repairs, service and maintenance schedules, spare parts inventory, and other records; • Investigates and remedies customer complaints; • Estimates cost, time, materials, and equipment needed for repairs and maintenance including the requisitioning of materials, supplies and equipment; • Supervises and participates in the training of helpers or other subordinates; and • Performs other related duties as required. Knowledge of: Methods of operating pumps and related equipment; principles of hydraulics and electricity as applied to the operation of pumping plants; methods and equipment used in testing and repairing mechanical equipment; the practices, tools, materials and equipment used in pipefitting work; installation, maintenance and repair requirements of water pumping units and meters; grounds, equipment and building maintenance activities; occupational hazards and safety practices involved with working around high pressure water systems, electricity and moving machinery; principles and practices in supervision; dealing with the public; general mechanical knowledge. Ability to: Properly use tools and equipment required to install, maintain and repair pumps, valves and related equipment at water facilities; use tools and equipment required in pipefitting work; read and interpret construction plans, specifications and schematic diagrams; inspects pumps and electric motors to determine need for service, repair or PART I WATER PLANT OPERATOR II 3 8.426 maintenance; estimate time and material requirements; understand and follow oral and written instructions; deal tactfully and effectively with the public; operate electronic equipment and personal computers. This is an amendment to the specification for the class WATER PLANT OPERATOR II, which was approved on July 28, 2005, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.426 Minimum Qualification Specifications for the Class: WATER PLANT OPERATOR II WS-11, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two (2) years in water system maintenance and operational experience including the maintenance of sources, storages, transmission, and distribution systems. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science, from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science, from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science, from an PART II WATER PLANT OPERATOR II 2 8.426 accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement. D. A Master’s or PhD degree in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science, from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent), the appropriate valid State of Hawaii Water Treatment Plant Operator (WTPO) Certificate and Distribution System Operator (DSO) Certificate and any other appropriate licenses or certificates as required of the position. The minimum experience required to apply for the WTPO and DSO certification may not be used again toward fulfilling the experience requirement. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II WATER PLANT OPERATOR II 3 8.426 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Heavy This is an amendment to the specification for the class WATER PLANT OPERATOR II, which was approved on July 28, 2005, and is to be substituted for that specification.
