Class Specifications for the Class:
SCALE ATTENDANT II
SR-10, BU-03
Duties Summary:
Supervises and participates in the operation of a municipal scale to weigh
refusecarrying vehicles at a refuse disposal site or transfer station; trains new employees
and staff in all aspects of the electronic computerized municipal scale functions; prepares,
processes, and maintains records; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to train and supervise new employees
and staff to operate an electronic computerized municipal scale in weighing vehicles loaded
with refuse, to issue certificates of measure, and assist in the performance of their duties. In
addition, this position participates in the daily work assignments for the scalehouse.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Trains and supervises new employees and staff in the operation of a municipal scale
in weighing vehicles carrying refuse;
• Provides assistance and instruction to ensure compliance with departmental
standards, vehicle scale standards, and policies and procedures;
• Operates an electronic computerized vehicle scale in weighing vehicles;
• Provides guidance to new employees in processing incoming vehicles to the disposal
refuse site or transfer station;
• Identifies and inputs vehicle license number or truck identification numbers, proper
codes for County, commercial and eleemosynary vehicles, appropriate material
type(s) for incoming loads, and other required data for record purposes;
• Issues certificates of measure to business and commercial vehicles;
• Instructs vehicle operators to facilitate safe and accurate weighing of loads;

•Gives and receives applications for private haulers for billing accounts;
•Explains basic regulations concerning disposal of refuse and refuse diversion
programs;
•Checks refuse items in incoming vehicles for conformance to regulations;
•Refuses service to delinquent business/commercial account holders;
•Prepares correction certificates when necessary;
•Provides refresher trainings as needed;
•Performs manual recording of vehicle and load information (i.e., vehicle identification
numbers, tonnage, cubic yardage, material type(s),etc.) as needed;
•Informs the vehicle operator when its vehicle weight exceeds the manufacturer's
gross vehicle weight of the vehicle;
•Prepares summary reports of total tonnage and cubic yardage by routes and trucks;
•Maintains records including files for measurement certificates issued;
•Submits electronic and written reports to management as required;
•Performs simple arithmetic; reviews and corrects incorrectly keyed data;
•Performs simple housekeeping tasks at the scalehouse; and
•Performs other related duties as assigned.
Knowledge of:
Operating an electronic computerized vehicle scale; departmental standards, vehicle
scale standards, and rules and regulations concerning refuse disposal; principles and
practices of supervision.
Ability to:
Plan and supervise the work of others and conduct training sessions; operate an
electronic computerized vehicle scale; make simple arithmetic computations; compare
names and numbers accurately; keep records; summarize materials and prepare simple
reports; understand and interpret laws, ordinances, rules, regulations, and policies pertinent
to the weighing of vehicles and to the department; determine and perform necessary
corrective actions during systems/malfunction and/or operator error; give and follow oral

and written instructions; deal tactfully and effectively with the public; work harmoniously
with others.
This is an amendment to the specification for the class SCALE ATTENDANT II, which
was approved on September 15, 2016, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
SCALE ATTENDANT II
SR-10, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• one (1) year as a Scale Attendant I.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of a current Measuremaster's license and any other appropriate licenses
or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light

was approved on September 15, 2016, and is to be substituted for that specification.
