HomeMy WebLinkAbout2.235 PROCUREMENT AND SPECIFICATIONS SPECIALIST III 20211222PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.235 Class Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST III SR-20, BU-13 Duties Summary: Independently performs procurement functions in a centralized governmental purchasing office, including formulation of formal and informal solicitation documents for standards and specifications of goods and services that are not highly technical and complex; performs other related duties as required. Distinguishing Characteristics: Positions allocated to this class work independently on areas of procurement under the State's Public Procurement Code. Procurement primarily involves processing of competitive sealed bids for open-end items and recurring budgeted goods and services. Purchases are normally not reviewed when consistent with past experience and in conformance with established rules and policies. Proposed purchase transactions that deviate from the usual or from past experience in terms of prices, quality of items, quantities, etc. or that may set precedents for future purchases, are reviewed by higher authority prior to final action. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Drafts solicitations for formal and informal procurement; May assist in formulating solicitations for procurement of high dollar value, technical goods or services; Prepares solicitation notices and solicits prospective bidders by telephone or through the newspaper and website; Prepares "Requests For Quotation" (written informal bids) and "Invitation For Bids" (Competitive Sealed Bids); Assists, participates, advises and instructs agencies in the process of developing, issuing and awarding competitive sealed proposals (Requests For Proposals) that involve formulation, solicitation, evaluation, award and contract; PART I PROCUREMENT AND SPECIFICATIONS SPECIALIST III 2 2.235 Assists, participates, advises and instructs agencies in the requirements and process of soliciting for professional services and in evaluating and ranking respondents and/or for sole source, emergency, exempt and alternative method procurement; Advises and informs vendors and user agencies of procurement requirements related to solicitations; Conducts investigations in the event vendors fail to complete delivery by the specified date; Researches product catalogs and publications for familiarity and knowledge of new commodities and services; Attends training and education sessions on procurement trends, issues and methods; Reviews SPO-10s and requisitions, approving purchase orders; Assists in the surplus property program by determining and effecting the final disposition of surplus property either by transfer, auction or disposal; and Performs other related duties as required. Knowledge of: Principles and practices used in governmental purchasing, and pertinent policies and procedures of the County's Purchasing Division; purpose and format of commodity and purchasing specifications; various types of commodities and services and their sources of supply; interviewing techniques; research principles and methods; report writing. Ability to: Apply the principles, methods and techniques used in centralized purchasing and in establishing commodity and service standards and specifications; evaluate the quality and suitability of commodities and services; evaluate market conditions and price trends; interpret and apply pertinent policies, laws, rules and regulations; research data on various commodities and services; establish and maintain good working relationships with vendors, technical consultants and operating agencies; prepare clear and concise written reports. PART I PROCUREMENT AND SPECIFICATIONS SPECIALIST III 3 2.235 This is an amendment to the specification for the class, PROCUREMENT AND SPECIFICATIONS SPECIALIST, which was approved on December 18, 1985 and retitled to PROCUREMENT AND SPECIFICATIONS SPECIALIST I on June 2, 1986 and PROCUREMENT AND SPECIFICATIONS SPECIALIST III, on January 3, 1994, and amended on September 27, 2007, effective July 1, 2007 and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.235 Minimum Qualification Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST III SR-20, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree, and: • two (2) years of professional work experience in purchasing and standards and specifications development activities which: o involved working with users, vendors, contractors, and service providers in identifying, clarifying, and specifying requirements of products or scope of work for services to be performed; o included drafting specifications for various methods of procurement and/or updating such specifications to ensure their currency and applicability; and o demonstrated an understanding and use of common purchasing resources (e.g., networking with procurement organizations, including other states' procurement entities; internet searches; catalogs, buyers' guides, etc.). Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to four (4) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in accounting, business administration or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the work experience requirement (15 semester credits = 6 months). PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST III 2 2.235 B. A Master’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. C. A Doctorate’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Such experience must also have demonstrated knowledge and application of the various methods of procurement processes (e.g., bonding, indemnification, insurance, severability, procurement notice, receipt, and analysis of offers), and the ability to respond to inquiries regarding the competitive procurement processes. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST III 3 2.235 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, PROCUREMENT AND SPECIFICATIONS SPECIALIST, which was approved on December 18, 1985 and retitled to PROCUREMENT AND SPECIFICATIONS SPECIALIST I on June 2, 1986 and PROCUREMENT AND SPECIFICATIONS SPECIALIST III, on January 3, 1994, and amended on September 27, 2007, effective July 1, 2007, amended on May 4, 2021, and is to be substituted for that specification.
