HomeMy WebLinkAbout2.236 PROCUREMENT AND SPECIFICATIONS SPECIALIST IV 20211222PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.236 Class Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST IV SR-22, BU-13 Duties Summary: Independently performs the full range and variety of procurement work in a centralized governmental purchasing office, including formulation of formal and informal solicitation documents for standards and specifications of goods, services and construction that are technical and complex; performs other related duties as required. Distinguishing Characteristics: Positions allocated to this class work independently on a full range and variety of work in procurement of goods, services and construction under the State's Public Procurement Code and solicitations covered by State law on Concessions on Public Property. Work assignment is often primarily concentrated in a specialty area where specialized knowledge is needed for procurement of heavy equipment, vehicles, trucks, computer software and systems, etc. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Drafts solicitations for formal and informal procurement; May assist in formulating solicitations for procurement of high dollar value, technical goods or services; Prepares solicitation notices and solicits prospective bidders by telephone or through the newspaper and website; Prepares "Requests for Quotation" (written informal bids), "Invitation For Bids" (Competitive Sealed Bids), and "Request For Proposals" (Competitive Sealed Proposals); Assists other specialists in preparing specifications for goods, services and construction solicitations; Advises, assists and informs vendors and user agencies of procurement requirements related to solicitations; PART I PROCUREMENT AND SPECIFICATIONS SPECIALIST IV 2 2.236 Reviews and advises agencies on procurement requirements for construction solicitations; Conducts investigations in the event vendors fail to complete delivery by the specified date; Researches product catalogs and publications for familiarity and knowledge of new commodities, services and current industry requirements; Attends training and education sessions on procurement trends, issues and methods; and Performs other related duties as required. Knowledge of: Purpose and format of commodity and purchasing specifications; principles and practices used in governmental purchasing and pertinent policies and procedures of the County's Purchasing Division; various types of commodities and services and their sources of supply; interviewing techniques; research principles, techniques and methods; report writing. Ability to: Effectively draft technical and complex specifications; test and evaluate the quality and suitability of a variety of commodities and services; review and revise commodity and purchasing specifications to achieve intended purpose at lowest cost; analyze and determine appropriateness of bids; interpret policies, laws and ordinances related to government purchasing; establish and maintain good working relationships with vendors, technical consultants and operating agencies; prepare clear and concise written reports. This is an amendment to the specification for the class, PROCUREMENT AND SPECIFICATIONS SPECIALIST II, which was approved on June 2, 1986 and retitled to PROCUREMENT AND SPECIFICATIONS SPECIALIST IV, on January 3, 1994, and amended on September 27, 2007, effective July 1, 2007 and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.236 Minimum Qualification Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST IV SR-22, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree, and: • three (3) years of professional work experience in purchasing and standards and specifications development activities which: o involved working with users, vendors, contractors, and service providers in identifying, clarifying, and specifying requirements of products or scope of work for services to be performed; o included drafting specifications for various methods of procurement and/or updating such specifications to ensure their currency and applicability; and o demonstrated an understanding and use of common purchasing resources (e.g., networking with procurement organizations, including other states' procurement entities; internet searches; catalogs, buyers' guides, etc.). Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to four (4) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in accounting, business administration or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the work experience requirement (15 semester credits = 6 months). PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST IV 2 2.236 B. A Master’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. C. A Doctorate’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Such experience must also have demonstrated knowledge and application of the various methods of procurement processes (e.g., bonding, indemnification, insurance, severability, procurement notice, receipt and analysis of offers), and the ability to respond to inquiries regarding the competitive procurement processes. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST IV 3 2.236 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, PROCUREMENT AND SPECIFICATIONS SPECIALIST II, which was approved on June 2, 1986 and retitled to PROCUREMENT AND SPECIFICATIONS SPECIALIST IV, on January 3, 1994, and amended on September 27, 2007, effective July 1, 2007, amended on May 4, 2021, and is to be substituted for that specification.
