HomeMy WebLinkAbout2.237 PROCUREMENT AND SPECIFICATIONS SPECIALIST V 20211222PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.237 Class Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST V SR-24, BU-13 Duties Summary: Performs the most difficult work in procuring and establishing standards and specifications for the most complex, specialized and technical goods, services, construction and concessions; assist in the general supervision and training of staff; and performs other related duties as required. Distinguishing Characteristics: Under general supervision, a position in this class performs the most difficult work in drafting specifications and standards for the procurement of the most complex, specialized and technical goods, services, construction and concessions. Work is usually performed as part of a user agency team involved with a solicitation for complex and highly technical items, materials or services. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Drafts bid and proposal solicitation documents for procurement of highly technical, complex and high value goods and services, such as computer data processing equipment and software, telephone systems, wastewater centrifuges and rotating assemblies, pumps, heavy turf equipment, heavy construction equipment, through advertised bid and proposal solicitations; Conducts discussions with prospective bidders and requestors to explain bid and procurement procedures; Drafts special instructions and special provisions for bid and proposal solicitations; Reviews requests of prospective bidders and recommends amendment to bid or proposal; Evaluates bids received, recommends awards and other disposition and provides appropriate justification; Reviews complaints and protests, conducting investigation and recommending remedy or disposition; PART I PROCUREMENT AND SPECIFICATIONS SPECIALIST V 2 2.237 Reviews requests and justification for sole source, exempt and alternative method procurement, making recommendations with supporting documentation; Conducts research, investigation and discussions with vendors and requestors; reviews and recommends appropriate action for agency requests for emergency procurement; Coordinates testing or demonstration of goods by manufacturers or vendors; Assists in the day-to-day supervision of Purchasing Division tasks; Recommends changes in operational policies, procedures, forms, templates, etc. as needed; and Performs other related duties as required. Knowledge of: Principles and practices of governmental purchasing, and policies and procedures of the County's Purchasing Division; the County Charter and ordinances and statutes governing governmental purchasing; various types of commodities and services and their sources of supply; interviewing techniques, research principles, techniques and methods; report writing. Ability to: Effectively draft the most technical and complex specifications; implement procedures for special studies; test and evaluate the quality and suitability of commodities and services; review and revise commodity and purchasing specifications to achieve intended purpose at lowest cost; conduct complex research and evaluate market conditions, commodities, services and price trends; analyze and determine appropriateness of bids; interpret policies, laws and ordinances related to governmental purchasing; establish and maintain good working relationships with vendors, technical consultants, operating agencies and others; prepare clear and concise written reports. This is an amendment to the specification for the class, PROCUREMENT AND SPECIFICATIONS SPECIALIST V, which was approved on January 3, 1994, and amended on September 27, 2007, effective July 1, 2007 and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.237 Minimum Qualification Specifications for the Class: PROCUREMENT AND SPECIFICATIONS SPECIALIST V SR-24, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree, and: • four (4) years of professional work experience in purchasing and standards and specifications development activities which: o involved working with users, vendors, contractors, and service providers in identifying, clarifying, and specifying requirements of products or scope of work for services to be performed; o included drafting specifications for various methods of procurement and/or updating such specifications to ensure their currency and applicability; and o demonstrated an understanding and use of common purchasing resources (e.g., networking with procurement organizations, including other states' procurement entities; internet searches; catalogs, buyers' guides, etc.). Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to four (4) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in accounting, business administration or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the work experience requirement (15 semester credits = 6 months). PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST V 2 2.237 B. A Master’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. C. A Doctorate’s degree in accounting, business administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Such experience must also have demonstrated knowledge and application of the various methods of procurement processes (e.g., bonding, indemnification, insurance, severability, procurement notice, receipt, and analysis of offers), and the ability to respond to inquiries regarding the competitive procurement processes. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II PROCUREMENT AND SPECIFICATIONS SPECIALIST V 3 2.237 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, PROCUREMENT AND SPECIFICATIONS SPECIALIST V, which was approved on January 3, 1994, and amended on September 27, 2007, effective July 1, 2007, amended on May 4, 2021, and is to be substituted for that specification.
