HomeMy WebLinkAbout8.760, 8.765 DISTRICT ROAD OVERSEER I, II 20211229PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.760 8.765 Class Specifications for the Class: DISTRICT ROAD OVERSEER I & II FII-10, BU-02 FIII-10, BU-02 Duties Summary: Plans, supervises, and coordinates, through subordinate supervisors, the work activities of the highway construction and maintenance crews engaged in the construction, repair, and maintenance of county roads, highways, bridges, and adjacent areas in an assigned district; keeps records and prepares operational reports; and performs other related duties as required Distinguishing Characteristics: Grade I: This class is distinguished by its responsibility for all construction, repair, and maintenance work in their district where the overall physical area and the nature and scope of organizational and staffing patterns involved are not as extensive or as complex as characterized in the work of the higher-level class. Grade II: This class is distinguished by its responsibility for all construction, repair, and maintenance work in their district, the extent and scope of which involve the utilization of many work crews scattered over widely dispersed sites and which require the assistance and support of several subordinate supervisors, thereby presenting more complex problems of planning, controlling, coordinating, and supervising the work of the staff than characterized in the work of the lower-level class. These classes differ from that of the Highway Construction and Maintenance Supervisor in that the District Road Overseers are responsible for all construction, repair, and maintenance work in their district as well as the accountability of the expenditures for the district and to operate within funds allocated for a specific project or fund for the district; whereas, the Highway Construction and Maintenance Supervisor directs the work of a crew of laborers and equipment operators engaged in the construction, maintenance, alteration and repair of county roads, highways, and adjacent areas. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans work programs and schedules for the district; PART I DISTRICT ROAD OVERSEER I & II 2 8.760 8.765 • Assigns work to subordinate supervisors and crew members; • Reviews estimates of material and equipment made by subordinate supervisors; • Consults with crew on blueprints and plans before and while work is in progress; • Inspects condition of roads and highways in the district and determines need for repair; • Inspects work in progress • Instructs crew on improved work methods; • Enforces safety practices on work projects; • Requisitions materials and equipment needed; • Ensures that roads and highways are in good repair; • Supervises the activities of traffic signs and markings crews; • Responsible for proper operation and maintenance of sanitary landfills; • Keeps area clean and free from rubbish, weeds, and overhanging branches; • Provides rubbish pick up service; • Checks routes to see that all refuse is properly collected; • Receives, investigates, adjusts, and reports on complaints from the general public; • Coordinates the repair and maintenance operation of automotive equipment; • Establishes deadlines and makes shift in personnel assignments; • Maintains records of work activities; • Prepares progress reports; and • Performs other related duties as assigned. PART I DISTRICT ROAD OVERSEER I & II 3 8.760 8.765 Knowledge of: Principles and practices of supervision; tools, equipment, materials, practices, and procedures used in the construction, maintenance, automotive equipment maintenance operations of a Public Works district; applicable occupational hazards and safety practices; departmental policies and standards. Ability to: Plan, layout, assign, supervise, and review the work of others; give clear and concise work orders; coordinate the use, maintenance, and repair of motorized equipment; analyze, investigate, and adjust complaints; determine workers, equipment, and material requirements for projects; maintain records of work activities and prepare progress reports; deal effectively with others. This is an amendment to the specification for the class DISTRICT ROAD OVERSEER I AND II, which was approved on June 21, 1976, amended on April 28, 1978, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.760 8.765 Minimum Qualification Specifications for the Class: DISTRICT ROAD OVERSEER I & II FII-10, BU-02 FIII-10, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and For Grade I: four and one half (4 ½) years of work experience in road construction and/or maintenance, and two (2) years of supervisory experience. For Grade II: four and one half (4 ½) years of work experience in road construction and/or maintenance, and three (3) years of supervisory experience. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. PART II DISTRICT ROAD OVERSEER I & II 2 8.760 8.765 The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in construction management or a related field from an accredited community college, trades school, may be substituted up to two (2) years of the specialized work experience in road construction and/or maintenance (15 semester credits = 6 months). B. An Associate’s degree in construction management or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience in road construction and/or maintenance. C. A Bachelor’s degree in construction management or a related field from an accredited college or university may be substituted for up four (4) years of the specialized work experience in road construction and/or maintenance. D. A Master’s or PhD degree in construction management or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience in road construction and/or maintenance. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be PART II DISTRICT ROAD OVERSEER I & II 3 8.760 8.765 established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
