Class Specifications for the Class:
PIPEFITTER
BC-09, BU-01
Duties Summary:
Installs, maintains, and repairs water mains and pipelines; and performs other
related duties as required.
Distinguishing Characteristics:
This class differs from that of Pipefitter Helper in that the Pipefitter performs skilled
work in the installation, maintenance, and repair of water mains and pipelines; whereas, the
Pipefitter Helper assists in the installation, maintenance, and repair of water mains and
pipelines.
This class differs from that of Lead Pipefitter in that the Pipefitter performs skilled
work in the fitting of pipe and the making of a variety of emergency repairs; whereas, the
Lead Pipefitter supervises pipefitters and participates in the installation, maintenance, and
repair of water mains, pipelines, and appurtenances.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a
logical assignment for the position.)
Cuts, saws, bends, threads, and reams pipes;
Solders joints on copper tubing;
Caulks pipe joints with lead;
Installs, removes, and replaces valves, hydrants, and other fittings;
Repairs breaks in mains and service leaks;
Taps main lines to connect new services and hydrants;
Checks, repairs, and maintains hydrants, gates, and meters;
Assists in excavating and backfilling trenches;

Uses pipe dies, power threading and cutting machines, reamers, hammers, chisels,
wrenches, saws, and caulking tools;
Estimates time and materials needed for jobs;
Reads sketches to locate pipelines; submits simple reports on work progress;
Makes work assignments to and supervises pipefitter helpers;
Takes readings on meters and obtains signature of receipt;
Salvages used pipes and fittings;
May operate truck;
May supply water to ships by opening and closing valves;
May assist in the construction of meter boxes by mixing concrete mortar and
selecting concrete hollow tile;
May assist in chlorinating the finished system;
May perform stand-by duty; and
Performs other duties as required.
Knowledge of:
Practices, tools, equipment, and materials used in pipefitting work; construction and
operation of valves; safety practices of the trade.
Ability to:
Use tools and equipment necessary in pipefitting work; make emergency repairs to
mains and service lines; do mechanical work; read simple sketches to locate underground
installations; read blueprints and maps; understand and follow oral and written instructions;
handle weights and loads.
This is an amendment to the specification for the class, PIPEFITTER,which was
approved on July 5, 1974 and amended on January 3, 1977, December 16, 1997 and
February 22, 2019, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PIPEFITTER
BC-09, BU-01
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• three (3) years as an apprentice or helper under a journey level pipefitter or plumber.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
plumbing, pipefitting or a related field from an accredited community college, trades
school, may be substituted up to two (2) years as an apprentice or helper under a
journey level pipefitter or plumber (15 semester credits = 6 months).
B. An Associate’s degree in plumbing, pipefitting or related field from an accredited
community college, business, or technical school, may be substituted for two (2)
years as an apprentice or helper under a journey level pipefitter or plumber.
C. Possession of a valid State of Hawaii journey worker plumber’s license may be
substituted for one (1) year as an apprentice or helper under a journey level pipefitter
or plumber.

If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

22, 2019, and April 8, 2021, and is to be substituted for that specification
