HomeMy WebLinkAbout2.216 RECYCLING SPECIALIST TRAINEE 20220110PART I 2.216 DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI Class Specifications for the Class: RECYCLING SPECIALIST TRAINEE SR-16, BU-13 Duties Summary: Performs as a trainee, receiving orientation and on-the-job training in the implementation and coordination of recycling and waste reduction programs; performs selected assignments relative to the County's recycling and waste reduction programs; and performs other related duties as required. Distinguishing Characteristics: This class represents the entry level in the Recycling Specialist series and is designed to provide a career introduction and training in the functions, goals, and objectives of county-wide recycling and waste reduction programs as well as pertinent laws, rules, regulations, policies, procedures, guidelines, and work processes that govern or impact those programs. Work assignments are clear cut, routine and selected and designed to develop the employee for progression to the next higher level. The employee receives close supervision and guidance through detailed instructions in work methods and practices and through review during all phases of work. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Receives orientation in the functions, goals and objectives of recycling and waste reduction programs; Learns the laws, rules, regulations, policies, procedures, guidelines, and work processes that govern or impact the County's recycling and waste reduction programs; Observes higher-level specialists and assists in performing simple tasks designed to provide insight and knowledge in the application of basic principles, concepts, work processes and techniques; Under close supervision and following specific instructions, assists in organizing, developing, implementing, and monitoring existing and proposed recycling and waste reduction programs, demonstration projects, and educational and promotional activities; PART I RECYCLING SPECIALIST TRAINEE 2 2.216 Assists in the dissemination of pertinent materials to schools, community groups and organizations; Receives training and assists in conducting feasibility and system design studies through on-site inspection/investigation of facilities; assists in establishing and monitoring accounts relative to the various programs; Processes registration forms and license applications; Conducts research; Compiles and evaluates data and statistics; Maintains databases related to recycling programs; Prepares correspondence and reports; Responds to recycling queries from businesses, community groups and the general public; and Performs other related duties as required. Knowledge of: Principles of psychology and human behavior; basic research methods and techniques; and report writing. Ability to: Learn the functions, goals and objectives of recycling and waste reduction programs; learn, understand, interpret, and apply laws, rules, and regulations pertinent to the programs; obtain and analyze data; maintain records; communicate effectively orally and in writing; deal tactfully and effectively with others; and establish and maintain effective working relationships with others. This is an amendment to the specification for the class, RECYCLING SPECIALIST TRAINEE, which was approved on July 19, 2007, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.216 Minimum Qualification Specifications for the Class: RECYCLING SPECIALIST TRAINEE SR-16, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field. or education credits in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field. can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits specific to business administration, public administration or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II RECYCLING SPECIALIST TRAINEE 2 2.216 A master’s degree or PhD in business or public administration, urban planning, civil or environmental engineering, environmental science or public health or a related field. may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
