Class Specifications for the Class:
WASTEWATER PLANT OPERATOR I, II, III
BC-10, BU-01
BC-11, BU-01
BC-12, BU-01
Duties Summary:
Independently operates and maintains a Class I, II, or III wastewater treatment plant
and lower classed plants; participates in the major overhaul, repair, and installation of
treatment and pumping plant equipment; and performs other related duties as required.
Distinguishing Characteristics:
These classes independently operate and maintain wastewater treatment equipment
and facilities classed at level I, II, or III.
Grade Level Standards:
Grade I: This level is characterized by its primary responsibility for operating and
being in direct responsible charge of Class I wastewater treatment plant, as rated by the
State Board of Certification of Operating Personnel in Wastewater Treatment Facilities.
Grade II: This level is characterized by its primary responsibility for operating and
being in direct responsible charge of Class II wastewater treatment plant, as rated by the
State Board of Certification of Operating Personnel in Wastewater Treatment Facilities.
Grade III: This level is characterized by its primary responsibility for operating and
being in direct responsible charge of Class III wastewater treatment plant, as rated by the
State Board of Certification of Operating Personnel in Wastewater Treatment Facilities.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Operates and maintains wastewater treatment plant to assure the safe, effective,
efficient and economical use of processes and equipment, and to comply with
pertinent County, State and Federal regulations;

• Operates various equipment to regulate the flow of wastewater, air and sludge
between the unit processes of the plant;
• Reads and records reading from meters, gauges and other recording devices and
interprets data to maintain or improve plant operations;
• Inspects plant and mechanical equipment for malfunctions, irregularities and needed
repairs;
• Lubricates, changes oil, and makes running repairs and adjustments to machinery
and equipment;
• Participates in the installation, overhaul and major repair of treatment and pumping
plant equipment;
• Drains and cleans settling tanks, clarifiers, chlorinating chambers, digesters and
aeration tanks;
• Maintains sludge digestion systems, dewatering equipment, drying beds and
pulverizers;
• Collects sample of raw, partially treated, and treated wastewater and sludge and
performs chemical and physical analyses thereof, including settleable solids,
settleability, pH, chlorine residual, dissolved oxygen and suspended solids;
• Interprets laboratory results and makes appropriate process adjustments;
• Maintains test result records, data sheets and reports; paints equipment, buildings
and structures;
• Keeps station logs and prepares operational reports;
• May be assigned to work in other plants for training and development purposes and
to qualify for higher-level certification;
• Attends employee safety and training sessions;
• Operates a motor vehicle to transport personnel and equipment; and
• Performs other duties as necessary.
Knowledge of:
Practices and procedures used in the operation and maintenance of wastewater
treatment and pumping plant equipment; the various types of wastewater associated

problems and processes; sampling methods and the physical and chemical tests used in
treatment plant control; servicing requirements of moving machinery; hazards and safety
practices involved in working around high voltage equipment and moving machinery;
process quality control requirements and remedial measures in dealing with processes
malfunctions and emergencies; arithmetic; uses of basic mechanic hand and power tools.
Ability to:
Operate and maintain electric pumping units and auxiliary equipment; read meters
and gauges and other recording instruments; maintain operating records; make arithmetical
computations; read and comprehend written materials; learn technical and specialized
processes pertinent to wastewater treatment plant work; including required laboratory
analyses; use common hand tools; work under hazardous, filthy and obnoxious conditions;
understand and follow oral and written instructions; work harmoniously with others; operate
a motor vehicle.
This is an amendment to and re-titling of the specification for the classes
WASTEWATER TREATMENT PLANT OPERATOR I, II, III, approved on October 1, 1982,
amended on December 5, 1990, and on December 21, 1990, and is to be substituted for
that specification.

Minimum Qualification Specifications
for the Class:
WASTEWATER PLANT OPERATOR I, II, III
BC-10, BU-01
BC-11, BU-01
BC-12, BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
For level I: WWTPO Certificate Grade I.
For level II: WWTPO Certificate Grade II.
For level III: WWTPO Certificate Grade III.
Substitutions Allowed:
The following may be substituted for education:
A.Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B.Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C.An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent), the
appropriate valid State of Hawaii Wastewater Treatment Plant Operator (WWTPO) Certificate, a
valid Medical Examiner’s Certificate, and any other appropriate licenses or certificates as
required of the position.
Special Working Conditions:
Exposure to hazards, unpleasant and obnoxious conditions; may also be subject to
shift, weekend and holiday work as required.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
