increase of premises to include the patio lawn space, per diagram submitted, on
November 2, 2019 from 4:00 p.m. to 10:00 p.m.; November 7, 2019 from 5:00 p.m.
to 7:00 p.m.; November 10, 2019 from 5:00 p.m.to 9:00 p.m.; November 14, 2019
from 4:00 p.m. to 10:00 p.m.; November 16, 2019 from 5:30 p.m. go 9:00 p.m.;
November 21, 2019 from 4:00 p.m. to 10:00 p.m.; November 24, 2019 from 4:00

3) KILOHANA: Approval of special request for temporary increase of premises to
include the driveway area and breezeway of the main home from 5:00 p.m. on
October 26, 2019 to 12:00 a.m. on October 27, 2019.
4) MARKET AT KILAUEA: Approval of special request to conduct tasting of 3
varieties of wine, per list, on October 18, 2019 from 4:30 p.m. to 7:00 p.m.
5) ROB’S GOOD TIMES GRILL: Approval of special request for temporary increase of
premises to include the cordoned off outside area fronting the establishment, per
diagram submitted, from 8:00 p.m. on November 2, 2019 to 2:00 a.m. on November
3, 2019.
6) TAHITI NUI: Approval of special request for temporary increase of premises to
include area fronting the restaurant, per diagram submitted, from 4:00 p.m. on
October 31, 2019 to 1:00 a.m. on November 3, 2019.
7) THE WINE SHOP: Approval of special request to conduct tasting of 3 varieties of
wine, per list, on October 22, 2019, and on October 24, 2019 from 4:00 p.m. to 8:00

8) AMERICAN CANCER SOCIETY: Approval of Application No. Free 2020-40 filed
on October 10, 2019 by American Cancer Society for a Free One-Day Special
Dispenser General license on October 27, 2019 at the Ocean Course at Hokuala
located at 3351 Hoolaulea Way, Līhu‘e, Kauai, Hawaii.
9) KAUAI CHAMBER OF COMMERCE: Approval of Application No. Free 2020-41
filed on October 16, 2019 by Kauai Chamber of Commerce for a Free One-Day
Special Dispenser Beer & Wine license on October 29, 2019 at the 808 Workplace
located at 4210 Hanahao Place, Līhu‘e, Kauai, Hawaii.
10) ISLAND SCHOOL: Approval of Application No. Free 2020-42 filed on October 22,
2019 by Island School for a Free One-Day Special Retail Dealer General license on
February 29, 2020 at the Kauai Marriott Resort Grand Ballroom located at 3610 Rice
Street, Līhu‘e, Kauai, Hawaii.
11) KAUAI VETERANS MUSEUM: Approval of Application No. Free 2020-43 filed on
October 23, 2019 by Kauai Veterans Museum for a Free One-Day Special Dispenser
Beer & Wine license on November 9, 2019 at the Kauai Veterans Center located at
3215 Kauai Veterans Memorial Highway, Līhu‘e, Kauai, Hawaii.
12) NEIGHBORHOOD HOUSING COMMUNITY DEVELOPMENT CORP.: Approval
of Application No. 2020-44 filed on October 24, 2019 by the Neighborhood Housing
Community Development Corp. for a Free One-Day Special Dispenser General
license on December 7, 2019 at Church of the Pacific Sanctuary Space located at
4520 Kapaka Street, Princeville, Kauai, Hawaii.
13) OCEANIA CRUISES S. de R.L.: Approval of Application No. 2020-040 filed on
October 10, 2019 for a Transient Vessel license for Oceania Cruises S. de R.L. which
will be arriving at Nāwiliwili Harbor on April 26, 2020 at 8:00 a.m. to depart at 5:00
p.m.

3. TRANSFER LIQUOR LICENSE:
THE FISH EXPRESS: Application No. 2020-041 was filed on October 17, 2019 by Fat Pug
LLC dba The Fish Express for a transfer of Retail Dealer Beer & Wine license No. 4BW-003
from The Fish Express, Ltd. dba The Fish Express to Fat Pug LLC dba The Fish Express
located at 3-3343 Kuhio Highway, Lihue, Kauai, Hawaii. Deposited $275.

NOKA GRILL: Application No. 2020-042 was filed on October 18, 2019 by No Ka Grill,
Inc. dba Noka Grill for a New Restaurant General license at 3474 Rice Street, Lihue, Kauai,
Hawaii. Deposited $450.

6. LICENSE IN ABEYANCE:
KAUAI PASTA CORPORATION: Request from Kauai Pasta Corporation dba Kauai Pasta
to hold Restaurant General license No. 2G-060 in abeyance (safekeeping) as they consider
transferring the license.
7. EXECUTIVE SESSION:
Disposition on proposed Findings of Fact, Conclusions of Law and Decision and Order in the
matter of Application No. 2019-070 filed by LBD Coffee, LLC on March 7, 2019. Public
Hearing date, May 16, 2019.

may, when deemed necessary, hold an executive session on any agenda item without written
public notice if the executive session was not anticipated in advance. Any such executive
session shall be held pursuant to H.R.S. §92-4 and shall be limited to those items described in
