HomeMy WebLinkAbout2.335 WASTEWATER PLANT SUPERINTENDENT 20220124PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.335 Class Specifications for the Class: WASTEWATER PLANT SUPERINTENDENT SR-26, BU-13 Duties Summary: Assists in planning, directing, and coordinating the operation and maintenance of wastewater treatment and disposal plants for the County of Kauai; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to assist in planning, directing, and coordinating the operation and maintenance of the County of Kauai's wastewater treatment and disposal plants; and performs other related duties as required. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Assists in planning, directing, and coordinating the operation and maintenance of the County of Kauai's wastewater treatment and disposal plants which utilize various types of process control; • Assists in directing the development of plans and procedures to effectuate efficient plant operations for meeting applicable effluent and water quality standards; • Assists in analyzing and evaluating operation and maintenance functions and implements or recommends new or improved practices; • Participates in reviewing and recommending approval of plans and specifications for improvements and new construction expenditures or funds; • Participates in recommending specifications for equipment and material purchases; • Assists in organizing and directing training programs for plant personnel; • Participates in the development and administration of safety programs for the wastewater personnel; • Keeps abreast of latest developments in wastewater treatment methods and PART I WASTEWATER PLANT SUPERINTENDENT 2 2.335 equipment; • Participates in staff meetings; • Participates in the selection, assignment, transfer, and discipline of wastewater personnel; • Operates a motor vehicle; and • Performs other related duties as required. Knowledge of: Principles of supervision and administration; principles and practices pertinent to the operation, installation, maintenance, overhaul, alteration, repair and testing of large wastewater treatment and pumping plant processes and equipment; principles of hydraulics and electricity as applied to the installation, maintenance, alteration, repair and operation of wastewater treatment and pumping plants; sanitation requirements and principles; practices and processes involved in wastewater treatment and disposal; safety regulations and precautions, particularly as they relate to wastewater treatment and pumping plant operations and equipment; construction principles and practices as applied to wastewater treatment and disposal plants and appurtenant equipment; recordkeeping and reporting systems and procedures. Ability to: Plan, organize, direct, and coordinate a varied operational maintenance program for wastewater treatment and disposal systems; review, analyze, and interpret plans, specifications, and reports and make appropriate recommendations; inspect construction projects and test new equipment and facilities; review performance reports and determine action necessary; administer training and safety programs; prepare budget estimates and technical reports; oversee the maintenance of recordkeeping and control systems; maintain good relationships with employees, government officials and the public; direct work in emergency situations; work odd hours and under hazardous, obnoxious, filthy and unfavorable surroundings. This is an amendment to and re-titling of the specification for the class WASTEWATER TREATMENT PLANT SUPERINTENDENT, which was approved on August 9, 1990, amended on December 9, 2013, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.335 Minimum Qualification Specifications for the Class: WASTEWATER PLANT SUPERINTENDENT SR-26, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in engineering or a related field; and • three (3) years of experience in the operation and maintenance of wastewater treatment plants and facilities, and • two (2) years of supervisory experience. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in engineering or a related field or education credits in engineering or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. Successful completion of semester credits specific to engineering or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in engineering or a related field may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II WASTEWATER PLANT SUPERINTENDENT 3 2.335 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
