Call To Order Chair Akita called the meeting to order at 4:06
p.m. with 7 members present, constituting a
quorum.
Roll Call Director Rapozo called roll, noting 7 members were present.
Approval of
Agenda
Director Rapozo advised, of a Correction to d) Actions of the Director #9
Hawaii Hotel Industry Foundation, Kauai Community College change to
March 4, 2020 from January 18, 2020.
Mr. Pacheco moved to approve the agenda with
corrections. Mr. Matsunaga seconded the
motion. Motion carried 7:0.

d) ACTIONS OF THE DIRECTOR:
1) DUKE’S CANOE CLUB: Approval of special request for temporary
increase of premises to include area fronting the restaurant, per diagram
submitted, from 12:00 p.m. to 9:00 p.m. on March 13, 2020.
2) FOODLAND: Approval of special request to conduct tasting of 4 varieties
of beer, per list, in designated tasting area, per diagram submitted, on
January 17, 2020 from3:00 p.m. to 7:00 p.m.
3) KILOHANA: Approval of special request for temporary decrease of
premises to exclude the luau pavilion on March 14, 2020 from 5:00 p.m. to
10:30 p.m.
4) PRINCEVILLE WINE MARKET: Approval of special request to conduct
tasting of 5 varieties of wine, per list, on January 31, 2020 from 3:00 p.m. to
7:00 p.m.
5) ROB’S GOOD TIMES GRILL: Approval of special request for addition
of trivia contest games; and for temporary increase of premises to include the
cordoned off outside area fronting the establishment, per diagram submitted,
on February 9, 2020 from 2:00 p.m. to 8:00 p.m.
6) SAFEWAY LIHUE: Approval of special request to conduct sampling of 5
varieties of beer, per list, in designated tasting area, per diagram submitted,
on January 17, 2020 from 3:00 p.m. to 8:00 p.m.; on January 31, 2020 from
3:00 p.m. to 5:00 p.m.; on February 7, 2020 from 3:00 p.m. to 5:00 p.m.; and
on February 14, 2020 from 3:00 p.m. to 5:00 p.m.
7) THE WINE SHOP: Approval of special request to conduct tasting of 3
varieties of wine, per list, on January 14, 2020 from 2:00 p.m. to 8:00 p.m.;
and 4 varieties of wine, per list, on February 1, 2020 from 2:00 p.m. to 8:00
p.m. February 6, 2020
8) KAUAI KILOHANA PARTNERS: Approval of Application No. 2020-
071 filed on January 17, 2020 by Kauai Kilohana Partners for a One-Day
Special Dispenser General license on February 12, 2020 at Old Kōloa Mill
Site, Kōloa, Kauai, Hawaii.
9) HAWAII HOTEL INDUSTRY FOUNDATION: Approval of Application
Nos. Free 2020-53, and 2020-54 filed on January 9, 2020 by Hawaii Hotel

on January 18, 2020 at the Kauai Community College Cafeteria/Fine Dining
Premises located at 3-1901 Kaumuali‘i Highway, Līhu‘e, Kauai, Hawaii; and
on January 18, 2020 at Ocean Course at Hokuala located at 3351 Hoolaulea
Way, Līhu‘e, Kauai, Hawaii.
10) HISTORIC WAIMEA THEATER AND CULTURAL ARTS CENTER:
Approval of Application Nos. Free 2020-55 through Free 2020-59; and Free
2020-62 filed on January 16, 2020 by Historic Waimea Theater and Cultural
Arts Center for Free One-Day Special Dispenser licenses on January 25,
2020; February 15, 2020; February 17, 2020; February 19, 2020; February
21, 2020; and February 22, 2020 at the Old Waimea Mill located at 9600
Kaumuali‘i Highway, Waimea, Kauai, Hawaii.
11) ROTARY CLUB OF POIPU BEACH COMMUNITY FOUNDATION:
Approval of Application Nos. Free 2020-60 through Free 2020-61 filed on
January 21, 2020 by Rotary Club of Poipu Beach Community Foundation for
a Free One-Day Special Dispenser license, and a Free One-Day Special
Retail Dealer General license on March 14, 2020 at Kilohana Luau Pavilion
located at 3-2087 Kaumuali‘i Highway, Līhu‘e, Kauai, Hawaii.
e) INFORMATIONAL MATTERS
Mr. Pacheco moved to approve Directors
Report for Items 1 (a) through e. Mr.
Matsunaga seconded the motion. Motion
carried 7:0.
2. EXTENSION IN TIME TO EXERCISE LIQUOR LICENSE:
a) SIP WINE AND BEER BAR: Request for extension in time for a period
of 6 months to exercise Application No. 2019-087 which was approved on
August 1, 2019.
Caroline Otani and Royden Yamamoto were present to represent the
applicant.
Ms. Otani requested an extension to complete construction.
Mr. Matsunaga moved to approve Sip Wine and
Beer Bar Application No. 2019-087extension
for a period of 6 months. Mrs. Iida seconded the

b) LAWAI MARKET: Request for extension in time for a period of 3
months to exercise Application No. 2019-078 which was approved on
October 3, 2019.
No one was present to represent the applicant.
In response to Commissioners questions regarding the need for an extension,
Director Rapozo responded, the applicant was having problems with
Contractors and the permits are in place.

Mr. Pacheco moved to approve Lawai Market
Application No. 2019-078 to extend for 3
months. Mrs. Iida seconded the motion. Motion
carried 7:0
3. DISCUSSION AND POSSIBLE DECISION MAKING ON DIRECTOR OF
LIQUOR CONTROL JOB DESCRIPTION (Deferred from January 2, 2020
meeting)
Ellen Ching, Boards and Commissions advised Commissioners of the
grammatical changes that were made based on the input of the Human
Resources Director Janine Rapozo and County Attorney, Todd Jenson.
Commissioners expressed concerns regarding whose responsibility it is to
create the job description of the Director of Liquor Control. Counsel Jenson
will be addressing their concerns and will get back to the Commissioners on
February 20, 2020.
Mrs. Kusaka moved to defer Job description for
the Director of Liquor Control till February 20,
2020 Mr. Pacheco seconded the motion. Motion
carried 7:0
