HomeMy WebLinkAbout1.463 POLICE RECORDS UNIT SUPERVISOR 20220119PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.463 Class Specifications for the Class: POLICE RECORDS UNIT SUPERVISOR SR-20, BU-04 Duties Summary: Supervises, plans, and coordinates the major functions of the Records Unit of the Kauai Police Department; and performs other related work as required. Distinguishing Characteristics: The position in this class is responsible for planning and coordinating the daily operations for several major functions of criminal justice programs within the Police Records Unit, such as the custody records and evidence, fingerprint identification, and weapons registration. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Plans, directs, supervises, and reviews the work of subordinates engaged in the control and review of police records, reports, warrants, law enforcement computer systems, fingerprint identification, and custody of evidence; Develops and establishes operational policies and procedures for adequate control, review, and audit of data and verifying of data; Assigns and monitors the work of clerical staff and ensures tasks are performed in accordance with standard operating procedures and regulations; Evaluates the administration and operation of program services; Recommends recordkeeping policies procedures, and systems to ensure compliance with laws, court decisions, rules and regulations relating to the use and confidentiality of police records; Approves release or inspection of police reports and monitors collection of fees; Holds general oversight and serves as liaison for development, implementation, and management of police automated systems; PART I POLICE RECORDS UNIT SUPERVISOR 2 1.463 Supervises the entry of fingerprint cards into the Automated Fingerprint Identification System (AFIS); Develops in-service training and administers certification tests; May assist in opening, closing, balancing, verifying cash and preparing deposits; Prepares and administers the Records Unit budget; Prepares reports, including recommendations for solution of problems of an administrative nature; Collects and provides statistical data for records and reports as mandated and as requested; Assures quality control and security of systems; Serves as Custodian of Records for departmental evidence records, police records, fingerprints, and firearm registrations; May testify in court; and Performs other related duties as assigned. Knowledge of: Principles and practices of supervision; practices and procedures relating to police records and computerized law enforcement informational systems; the organization, functions, rules, regulations, and policies of the Kauai County Police Department; pertinent local, State, and Federal mandated laws on records, evidence, weapons, and fingerprint identification. Ability to: Plan, coordinate, and supervise the work and training of staff engaged in law enforcement clerical activities; interpret laws, rules, and regulations; formulate operational policies and procedures; review reports and make effective decisions and recommendations; deal tactfully and effectively with others; communicate effectively orally and in writing; locate and abstract data from legal files and records; prepare correspondence and reports. PART I POLICE RECORDS UNIT SUPERVISOR 3 1.463 This is an amendment to the specification for the class POLICE RECORDS UNIT SUPERVISOR, which was approved on November 1, 2001, effective January 1, 2004, amended on December 2, 2003, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.463 Minimum Qualification Specifications for the Class: POLICE RECORDS UNIT SUPERVISOR SR-20; BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and four (4) years of specialized experience, and one and one half (1 ½) years of supervisory experience. Specialized Experience: Work experience in police records keeping, central police report follow-up work, or processing and maintenance of police records. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A.Four (4) years of full-time general work experience may be substituted for a high school diploma. B.Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C.An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one PART II POLICE RECORDS UNIT SUPERVISOR 2 1.463 degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Firearms Requirement: As applicable to the position, must be qualified to carry and/or possess firearms or ammunition in accordance with State and Federal law, e.g. no misdemeanor or felony domestic violence conviction. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
