HomeMy WebLinkAbout8.310 HEAVY AUTOMOTIVE AND CONSTRUCTION EQUIPMENT WELDER 20220208PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.310 Class Specifications for the Class: HEAVY AUTOMOTIVE AND CONSTRUCTION EQUIPMENT WELDER BC-11, BU-01 Duties Summary: Performs skilled welding and fabrication work on a variety of heavy automotive and construction equipment as a substantially full-time assignment; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility This class is distinguished by its responsibility to perform welding and fabrication work on a variety of heavy equipment such as power shovels, cranes, caterpillars, loaders, graders, refuse trucks, and other similar equipment as a substantially full-time assignment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Repairs, modifies, or fabricates metal installations and equipment for heavy automotive and construction equipment by heating, welding, cutting, and brazing a variety of ferrous and non-ferrous metals; • Lays out work details such as locating holes, marking plates, and making patterns; • Assembles metal preparatory to welding; • Welds radiators, truck frames, tanks, automotive bodies, and fabricated metal parts; • Hard-faces special parts such as shovel bucket teeth, grader blades, and other parts requiring a high degree of hardness; • Inspects welds; • Operates oxyacetylene and electric welding and cutting equipment, drill press, power saw, power pipe threading machine, power iron work, power roller, finger lift, crane car, and other related tools, and equipment; PART I HEAVY AUTOMOTIVE & CONSTRUCTION EQUIPMENT WELDER 2 8.310 • Utilizes truck-mounted welding equipment to perform welding and repair work at rural baseyard and other job sites; • Performs welding and related tasks in the construction and maintenance of such structures as bridges, guard rails, and overhead roofs; • Removes, repairs, and replaces component parts of equipment and buildings related to welding work; • Maintains and makes minor repairs on welding equipment; • Reads and interprets blueprints, plans, and sketches; • Estimates time and material needs; performs work in other trades as required; • May operate a motor vehicle; and • Performs other related duties as assigned. Knowledge of: Practices, tools, equipment, and materials used in oxyacetylene and electric welding and brazing; properties of ferrous and non-ferrous metals in relation to welding and brazing; operating details of oxyacetylene and electric welding equipment; basic structures and characteristics of heavy automotive and construction equipment; occupational hazards and safety practices and procedures. Ability to: Plan, lay out, and set up work; estimate time and material requirements; read blueprints and working drawings; tell temperature by the color heated metal; operate oxyacetylene and electric welding equipment to heat, cut, weld, and braze a variety of metals; do mechanical work; work with dexterity and safety on heavy automotive and construction equipment; understand and follow oral and written instructions; maintain good working relationships with others; handle weights and loads. PART I HEAVY AUTOMOTIVE & CONSTRUCTION EQUIPMENT WELDER 3 8.310 This is an amendment to the specification for the class HEAVY AUTOMOTIVE AND CONSTRUCTION EQUIPMENT WELDER, which was approved on September 28, 1976, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.310 Minimum Qualification Specifications for the Class: HEAVY AUTOMOTIVE AND CONSTRUCTION EQUIPMENT WELDER BC-11, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • Three (3) years of welding experience as an apprentice or helper under a journey level welder, and • one (1) year of work experience in welding and fabricating metal installations and equipment for heavy automotive and construction equipment. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in welding, fabrication or a related field from an accredited community college, trades school, may be substituted up to two (2) years of the work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in welding, fabrication or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the work experience requirement. PART II HEAVY AUTOMOTIVE & CONSTRUCTION EQUIPMENT WELDER 2 8.310 C. A Bachelor’s degree in welding, fabrication or a related field from an accredited college or university may be substituted for up four (4) years of the work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent) and any appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
