Class Specifications for the Class:
DIVISION OF MOTOR VEHICLE (DMV) ASSISTANT OPERATIONS SUPERVISOR
SR-17, BU-04
Duties Summary:
Assists in planning, supervising, coordinating, and directing the activities of the
Division of Motor Vehicle (DMV) Customer Service Center and satellite offices by supervising
a large section of the center and/or its satellite offices and other related activities.
Distinguishing Characteristics:
This class is distinguished by its responsibility in assisting in the supervision and
direction of the DMV customer service center and satellite offices with multiple specialized
clerical functions, by supervising the operations and activities of a large section of the center
and/or its satellite offices.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Assists in planning, supervising, coordinating, and directing the operations and
activities of the DMV by supervising a large section of the Customer Service Center
and its satellite offices.
• Assists in the coordination and direction of the work of subordinates engaged in the
processing of applications for initial registration and licensing of motor vehicles, the
transference of motor vehicle ownership, the issuance of original or duplicate
certificates of ownership/registration, the annual renewal of motor vehicle
registration certificates; the licensing of businesses, and bicycles, and the issuance
of initial, renewal and duplicate drivers and related licenses and permits;
• May also assist in the processing of motor vehicle accident and traffic conviction
cases in compliance with provisions of the Motor Vehicle Safety Responsibility Act;
• Assists in overseeing the filing, reviewing, processing, and issuing functions of the
customer service center and the satellite centers to ensure efficient operations and
compliance with applicable laws, ordinances, and regulations and makes periodic
site visits to outlying offices;
• Handles difficult complaints, inquiries and unusual problems that require follow up
and research for resolution;

• Makes recommendations and participates in the development and revision of
operational procedures and forms to improve and simplify the day-to-day operations
and activities of the units supervised;
• Conducts investigations of complaints and concerns as necessary, recommends
disciplinary and other personnel actions as appropriate;
• Ensures adequate coverage at all offices and conducts performance evaluations of
subordinates and maintains related records;
• Assists in identifying needs and may train and orient new or other employees on work
processes and procedures;
• May testify in court and at hearings on motor vehicle ownership and licensing
matters;
• Keeps abreast of motor vehicle registration and licensing laws and practices, so as to
be able to disseminate proper information to subordinates and to the general public;
• Contacts customers, provides information and explanations, reviews rules and
regulations, etc.; and
• Performs other duties as assigned.
Knowledge of:
Laws, ordinances, policies, procedures, rules and regulations, fundamentals and
terminology relating to the issuance of State of Hawaii driver licenses and relating to motor
vehicle registration and title practices; purposes, uses and requirements of common legal
documents such as birth and baptismal certificates, proof of financial responsibility, divorce
decrees determining custody of minors, parental consent forms, affidavits, contracts, bills of
sale, powers of attorney, etc.; principles and practices of supervision; office practices and
procedures.
Ability to:
Deal tactfully and effectively with the public; understand, interpret, apply, and explain
pertinent laws, ordinances, and regulations; plan, assign and review the work of
subordinates; recommend and improve work processes and procedures; prepare clear and
concise reports; communicate rules, regulations, and policies to subordinates.

This is an amendment and re-titling of the specification for the class DIVISION OF
MOTOR VEHICLE (DMV) ASSISTANT OPERATIONS SUPERVISOR, which was approved as
VEHICLE REGISTRATION & LICENSING (VRL) ASSISTANT OPERATIONS SUPERVISOR on
January 24, 2022, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
DIVISION OF MOTOR VEHICLE (DMV) ASSISTANT OPERATIONS SUPERVISOR
SR-17, BU-04
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• four (4) years of work experience in motor vehicle registration, regulatory driver
licensing or similar activities.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that

he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
