Class Specifications for the Class:
DIVISION OF MOTOR VEHICLE (DMV) OPERATIONS SUPERVISOR
SR-22, BU-04
Duties Summary:
Plans, supervises, coordinates, and directs the activities of the Division of Motor
Vehicle (DMV) Customer Service Section and satellite offices through subordinate
supervisors; serves as technical expert to the Vehicle Registration & Licensing Manager on
DMV matters; and performs other related duties.
Distinguishing Characteristics:
This class is distinguished by its responsibility to plan, supervise, coordinate, and
direct the activities of the Customer Service Program at the DMV throughout the County of
Kauai.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, organizes, staffs, directs, and coordinates through subordinate supervisors, all
activities of the program, including the front office, back office, and satellite offices to
assure consistent and efficient operations;
• Prepares the program budget by projecting annual needs and implements same,
tracks performance measures and prepares reports, evaluates operations, takes
corrective action, and provides training, etc.;
• Develops, implements, and constantly reviews and revises policies and procedures to
ensure proper administration of statutes relating to the registration of motor vehicles
and licensing, issuance of initial, renewal, and duplicate drivers and related licenses
and permits, and County business, and bicycle licenses; and processing of motor
vehicle accident and traffic conviction cases in compliance with provisions of the
Motor Vehicle Responsibility Act;
• Ensures accurate and timely communication between and among all supervised
units, management, all customers, and the general public regarding information
relevant to the program;
• Identifies needs and provides training to staff;

• Conducts investigations of complaints and concerns as necessary, recommends
disciplinary and other personnel actions as appropriate;
• Ensures adequate coverage at all offices and conducts performance evaluations of
subordinates and maintains related records;
• Serves as contact person for problematic customer transactions and conducts
investigations, produces reports, provides recommendations;
• May testify in court and at hearings on motor vehicle ownership and licensing
matters;
• Keeps abreast of motor vehicle registration and licensing laws and practices, so as to
be able to disseminate proper information to subordinates and to the general public;
• Contacts customers, provides information and explanations, reviews rules and
regulations, etc.; and
• Performs other duties as assigned.
Knowledge of:
Laws, ordinances, policies, procedures, rules and regulations, fundamentals and
terminology relating to the issuance of State of Hawaii driver licenses and relating to motor
vehicle registration and title practices; purposes, uses and requirements of common legal
documents such as birth and baptismal certificates, proof of financial responsibility, divorce
decrees determining custody of minors, parental consent forms, affidavits, contracts, bills of
sale, powers of attorney, etc.; principles and practices of supervision; provisions of the Motor
Vehicle Safety Responsibility Act; office practices and procedures; uses of a personal
computer and other standard office equipment.
Ability to:
Deal tactfully and effectively with the public; understand, interpret apply pertinent
laws, ordinances, and regulations; supervise, coordinate, and direct the operations and
activities of a diverse customer center through subordinate supervisors; prepare reports and
correspondence; operate a personal computer using a variety of software applications.

This is an amendment and re-titling of the specification for the class DIVISION OF
MOTOR VEHICLE (DMV) OPERATIONS SUPERVISOR, which was approved as VEHICLE
REGISTRATION & LICENSING (VRL) OPERATIONS SUPERVISOR on January 24, 2022, and is
to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
DIVISION OF MOTOR VEHICLE (DMV) OPERATIONS SUPERVISOR
SR-22, BU-04
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• four and one-half (4 ½) years of work experience in motor vehicle registration,
regulatory driver licensing or similar activities; and
• two (2) years of supervisory work experience.
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
