HomeMy WebLinkAbout1.448 DMV SERVICE REPRESENTATIVE II 20220222PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.448 Class Specifications for the Class: DIVISION OF MOTOR VEHICLE (DMV) SERVICE REPRESENTATIVE II SR-13, BU-03 Duties Summary: Performs the full range of DMV work which includes the independent processing of applications for initial registration and licensing of motor vehicles; processes applications for and issues licenses for business and bicycles; independently processes applications and issues initial, renewal, and duplicate driver's and related licenses, permits, and civil identifications; reviews and examines various supporting documents in connection therewith; may process motor vehicle accident and traffic conviction cases to assure compliance with provisions of law requiring financial responsibility; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its primary responsibilities to independently perform the full range of DMV work which includes the initial registration and licensing of motor vehicles and the processing and issuance of licenses for business and bicycles, as well as the independent processing of applications and issuance of initial, renewal, and duplicate driver's and related licenses, permits, and civil identifications; (may perform specialized clerical work requiring substantive knowledge of motor vehicle safety and financial responsibility laws, requirements, procedures, rules and regulations, as applicable). The work involves constant daily interaction with the public through either face-to-face or telephone contact to: (1) establish and maintain customer relations; (2) provide information and assistance which requires extensive knowledge of rules and regulations and policies and procedures; (3) advise on and process a variety of financial transactions, and (4) investigate and resolve complaints and inquiries. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). •Explains to applicants the procedural and legal requirements to obtain a State of Hawaii Classes 1 through 4 driver license and Commercial Driver License (CDL); •Processes applications and issues initial, renewal, and duplicate taxicab and pedicab operator's licenses; •Advises applicants to procure, and subsequently reviews, necessary documents such as birth certificates, baptismal certificates, proof of financial responsibility, divorce PART I DMV SERVICE REPRESENTATIVE II 2 1.448 decrees determining custody of minors, parental consent forms for minors, doctor's reports, and various others, so as to comply with applicable provisions of statutes and ordinances; • Determines and collects fees charged and issues temporary licenses valid for ninety (90) days to applicants; • Accounts for licenses issued daily; • Enters driver license information, queries, and purges the computer files; • Types and sends notices to applicants requesting clarification of information found discrepant by the computer; • Prepares replies to various correspondence inquiries and court subpoenas; • Administers and corrects driver license tests, conducts eye examinations, books road tests, fingerprints applicants; • Participates in motor vehicle control inspection license/permits issuance as necessary; • Maintains files of license and permit applications; • Performs over-the-counter and cashiering work involved with the titling and registration of motor vehicles and financial transactions assigned to the Treasury Division; • Reviews and processes a variety of applications, requests, permits, licenses, registrations, certificates, and other forms and documents required for County services; • Provides information on charges and amounts owed and reviews, interprets, and explains laws and ordinances relating to County services; • Assists and advises customers on procedural requirements performs a variety of clerical and technical support activities involved in carrying out the day-to-day operations of the County Treasury; • Assists staff or supervisor with accounting of receipts and disbursements, deposits, and accounting of other revenues associated with collected fees; • Handles complaints, inquiries and problems that require follow up and research for resolution; PART I DMV SERVICE REPRESENTATIVE II 3 1.448 •Applies the most appropriate guideline or procedure in response to customer complaints; •Computes and explains bills and charges to customers; •Receives and processes payment requests; •Operates a variety of computer and general office equipment, including a computer terminal, keyboard, scanner, printer, copy machine, facsimile machine, calculator, cash register, credit card terminal, telephone; •Prepares, compiles, and inputs data for reports, documents, and forms; •Assists with instruction of new or other employees on work processes and procedures; •Keeps abreast of statutory requirements for motor vehicles in the State and nation; •Answers telephones and responds to written inquiries concerning licensing, motor vehicle titling and registration; and •Performs other related duties as required. Knowledge of: Laws, ordinances, policies, procedures, rules and regulations, fundamentals and terminology relating to the issuance of State of Hawaii driver licenses and relating to motor vehicle registration and title practices; purposes, uses and requirements of common legal documents such as birth and baptismal certificates, proof of financial responsibility, divorce decrees determining custody of minors, parental consent forms, affidavits, contracts, bills of sale, powers of attorney, etc.; office practices and procedures; uses of a personal computer and other standard office equipment. Ability to: Deal tactfully and effectively with the public; understand and apply pertinent laws, ordinances, and regulations; keep records and maintain files; make arithmetic computations and compare names, numbers, and other information accurately; operate a computer and other office equipment. PART I DMV SERVICE REPRESENTATIVE II 4 1.448 This is an amendment and re-titling of the specification for the class DIVISION OF MOTOR VEHICLE (DMV) SERVICE REPRESENTATIVE II, which was approved as VEHICLE REGISTRATION & LICENSING (VRL) SERVICE REPRESENTATIVE II on January 24, 2022, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.448 Minimum Qualification Specifications for the Class: DIVISION OF MOTOR VEHICLE (DMV) SERVICE REPRESENTATIVE II SR-13, BU-03 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and • one (1) year of clerical experience; and • two (2) years of work experience in motor vehicle registration, regulatory driver licensing or similar activities. Qualifying Clerical Experience: Work experience which involved the performance of a variety of clerical tasks and demonstrated knowledge of office practices and procedures, and the ability to carry out procedures in clerical work systems, and operate various kinds of office equipment including computers, Microsoft Office, and other technologies. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of fifteen (15) semester credits of coursework with curriculum in clerical/office support/business technology and leading towards a degree, diploma or certificate from an accredited community college, business or technical school, including courses in English, clerical/office procedures, and mathematics, may be substituted up to two (2) years of the clerical work experience requirement (15 PART II DMV SERVICE REPRESENTATIVE II 2 1.448 semester credits = 6 months); this does not substitute for motor vehicle registration, regulatory, licensing or related activities. B. An Associate’s degree in Secretarial Science or Office, Administration and Technology (OAT) from an accredited business school or community college may be substituted for up to two (2) years of the clerical work experience requirement; this does not substitute for motor vehicle registration, regulatory, licensing, or related activities. C. A Bachelor’s degree in any field from an accredited college or university may be substituted for up to four (4) years of the clerical work experience requirement; this does not substitute for motor vehicle registration, regulatory, licensing, or related activities. D. A Master’s or PhD degree in any field from an accredited college or university may be substituted for one (1) year of the clerical work experience requirement; this does not substitute for motor vehicle registration, regulatory, licensing, or related activities. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II DMV SERVICE REPRESENTATIVE II 3 1.448 Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
