Class Specifications for the Class:
BBUDGET AND GRANT ANALYST I
SR-24, BU-13
Duties Summary:
Performs budget analysis work in the central Finance office which includes the most
complex problems; prepares reports of findings and recommendations; manages and
coordinates grants programs for County departments and agencies; oversees and monitors
grant activity processes; and performs other related duties as required.
Distinguishing Characteristics:
This class regularly performs the most complex and difficult budget analysis work
involving county departments and agencies whose programs and policies are subject to
continual establishment, re-evaluation and changes. Plans and administers the
development of policies, procedures and administrative plans to facilitate accountability and
compliance with various grants for county department and agencies.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
x Reviews, analyzes and makes recommendations on the County' s CIP and operating
budget requests in relation to goals and objectives, recommends establishment,
reduction, elimination or current maintenance of services, programs and activities;
x Reviews proposed legislation for impact on departmental programs, attends budget
hearings and explains justification for budget recommendations;
x Evaluates and recommends on supplementary appropriation, expenditure schedules,
and fund transfers;
x Reviews and analyzes requests for initiating new programs, new positions, new
equipment and related budget matters;
x Confers with departmental officials on budgetary and management directives and
policies;

x Conducts studies on departmental organizational structure, functions, manpower
utilization, space layout, work procedures and practices;
x Assists in the implementation of budget and management systems;
x Develops program objectives, goals and long-range plan for grant programs;
x Assists County departments and agencies in the interpretation of funding agency
regulations and requirements;
x Participates with County administrators and department heads in formulating policy
in the development of grant collaborations among departments;
x Oversees and participates in the preparation and development of all grant
applications;
x Advises management on all components of grant submissions, ensuring proper
formatting, packaging, and submittal in accordance with grant agency requirements;
x Develops and maintains procedures and performance standards for the program,
including grant objectives, outcomes and performance evaluations;
x Provides technical assistance, direction, and orientation to programs supported by
public safety grants;
x Oversees development of contract agreements with grant recipients;
x Prepares and conducts presentations to County administration and the County
Council to recommend and finalize proposals for funding;
x Periodically prepares program and fiscal reports to granting agency within
established deadlines;

x May supervise work of lower-level analysts; and
x Performs other related duties as required.

Knowledge of:
Government organization and functions; principles, methods and techniques of
budget analysis and management analysis; policies, laws, rules relating to budget
processes; research techniques and methods; revenues and budget structure; budget
administration and expenditure control; principles and practices of public administration,
public relations and grant funding; the preparation, maintenance and operation of Federal
and State grants; regulatory and statutory guidelines associated with Federal, State and
County grants; restricted fund accounting principles, procedures and standards; Federal,
State and community funding sources and mechanisms.
Ability to:
Gather and analyze operational, statistical and financial data; apply budget analysis
and management analysis principles, policies and procedures; present facts clearly both
orally and in writing; maintain effective working relationships; organize and coordinate work
of subordinates as assigned; interpret laws and ordinances relating to budget; analyze fiscal
data for budgetary purposes; deal effectively with governmental officer and employees,
legislators and the public; write successful proposals; plan and direct the work of
subcontractors; translate ideas and recommendations into plans that are in conformance
with laws and regulations; organize, plan, coordinate, implement and monitor projects; read
and understand complex written material; analyze and interpret financial data; prepare
financial reports, statements and projections; make effective decisions and
recommendations; communicate effectively orally and in writing; prepare reports.

Minimum Qualification Specifications
for the Class:
BBUDGET AND GRANT ANALYST I
SR-24, BU-13
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in finance, accounting,
business or public administration or a related field and:
x two (2) years of professional experience in budget preparation and analysis or
financial management work, which shall have included the preparation and
management of a budget with multiple programs and a variety of funding sources;
and
x two (2) years of professional experience in the application, monitoring, evaluating
and/or administering of Federal, State or County grants.
Substitution Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A.Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B.Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in finance, accounting, business or public
administration or a related field or education credits in finance, accounting, business
or public administration or a related field can be substituted for up to four (4) years of
the bachelor’s degree such as:
A.Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B.Successful completion of semester credits specific to finance, accounting, business
or public administration or a related field leading to a degree or

diploma from an accredited community college, trades school, college, or university
(15 semester credits = 6 months).
A master’s degree or PhD in finance, accounting, business or public administration or
a related field may be substituted for the education requirement.
The following may be substituted for experience:
A.Successful completion of semester credits specific in finance, accounting, business
or public administration or a related field leading towards a Bachelor’s/Master’s/PhD
degree from an accredited college or university, may be substituted up to one (1)
year of the work experience requirement (15 semester credits = 6 months).
B.A Master’s degree in finance, accounting, business or public administration or a
related field from an accredited college or university may be substituted for one (1)
year of the work experience requirement.
C.A Doctorate’s degree in finance, accounting, business or public administration or a
related field from an accredited college or university may be substituted for one (1)
year of the work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualifications for a position. The applicant’s overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator's license (Hawaii Type 3 or equivalent)
as applicable to the position.

Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
