HomeMy WebLinkAbout2.089 BUDGET AND GRANT ANALYST II 20220215PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.089 Class Specifications for the Class: BBUDGET AND GRANT ANALYST II SR-26, BU-13 Duties Summary: Assists in advising County department and agencies and assists in the formulation and maintenance of budgets and projects, which involves a diversity of funds with complex accounting requirements and business management functions; has independent responsibility for budget and management analysis services in the central Finance office; plans, directs, coordinates and manages grant programs for County departments and agencies; oversees and monitors grant applications, receipt of funds, expenditures and management of grant monitoring and reporting; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to assist in advising County top level management and assist County department fiscal staff with financial research, analysis and planning, having a substantial overall impact on the budget program and planning and administering the grants program, ensuring compliance with government regulations, policies, guidelines and requirements. The position works under general direction and requires skill in both cost/benefit analytical and qualitative problem-solving techniques. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). x Assists in planning and overseeing the review, analysis and evaluation of budgetary and management program needs and problems for County departments/agencies; x Reviews, analyzes and makes recommendations on capital improvement and operating budget requests and oversees the work of others in this regard; x Participates in the development of long-range fiscal programs and assures that budget requests are in consonance with stated goals and objectives; x Participates in Countywide budget hearings and explains and presents, orally and in writing, justifications for budget recommendations; PART I BUDGET AND GRANT ANALYST II 2 2.089 x Recommends, formulates and implements policies and procedures having countywide impact, affecting County operations and programs; x Prepares and presents oral or comprehensive written reports of findings including alternative solutions and fiscal impact; x Makes recommendations to improve the budgeting system; x Participates in meetings and conferences, and testifies before the County Council; x Confers with departmental officials and others to explain and advise on budgetary management matters; x Serves as team leader on special projects and coordinates and monitors work effort; x Plans, directs, manages, and coordinates the grants programs for the County of Kaua'i; x Oversees and monitors the grant processes which includes grant applications, receipt of funds, expenditures, and management of grant monitoring and reporting; x Monitors grant programs to ensure compliance with Federal and State regulations, policies, guidelines and requirements; x Advises County grants personnel on provisions of laws and policies affecting grant accounting procedures and external agency requirements; x Develops, implements and monitors procedures to improve grant administration; x Manages and oversees grant liaison responsibilities and serves as initial point of contact; x Coordinates the receipt and resolution of complaints; x Develops procedures for monitoring funding trends, financial opportunities, internal controls, financial reporting, etc.; x Manages the dissemination and explanation of grant information applicable to the preparation of the annual budget; x Plans and conducts evaluations involving the complex analyses of statistical/financial data for reports to other government agencies, County administration, County Council and other agencies; PART I BUDGET AND GRANT ANALYST II 32.089 x Develops and manages training programs for County grants personnel and other on provisions of laws and policies affecting grant accounting procedures and external agency requirements; x May supervise the work of lower-level analysts and relieve and act for supervisor in the latter's absence; and x Performs other related duties as required. Knowledge of: Government organization and functions; principles, methods and techniques of budget formulation, financial laws and ordinances impacting budgetary activities; revenue and budgetary structure; research techniques and methods; current and anticipated proposals affecting departmental programs and policies; principles and practices of program management; principles and practices of public administration, public relations and grant funding; statutory, regulatory and participatory requirements associated with grants; research methods and statistical data; sources of information relating to grants; report writing; public relations. Ability to: Plan and direct the work of others; analyze and render conclusions from available data; prepare clear, concise and comprehensive instructions and reports; integrate operating and capital budget data; conduct management studies and analyses; deal and communicate effectively with governmental officials, employees, legislators and the general public; translate ideas and recommendations into plans that are in conformance with laws and regulations; organize, plan, coordinate, implement and monitor projects; read, comprehend and interpret complex written material; develop and implement operational policies and procedures; make effective decisions and recommendations; establish and maintain effective working relationships with others; communicate effectively, both orally and in writing; prepare reports. ANDERSON Director of Human Resources Digitally signed by Annette Anderson Date: 2022.02.15 15:24:04 -10'00' PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.089 Minimum Qualification Specifications for the Class: BBUDGET AND GRANT ANALYST II SR-26, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in finance, accounting, business or public administration or a related field and: x two and one-half (2 ½) years of professional experience in budget preparation and analysis or financial management work, which shall have included the preparation and management of a budget with multiple programs and a variety of funding sources; and x two and one-half (2 ½) years of professional experience in the application, monitoring, evaluating and/or administering of Federal, State or County grants. Substitution Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A.Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B.Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in finance, accounting, business or public administration or a related field or education credits in finance, accounting, business or public administration or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A.Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B.Successful completion of semester credits specific to finance, accounting, business or public administration or a related field leading to a degree or PART II BUDGET AND GRANT ANALYST II 5 2.089 diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in finance, accounting, business or public administration or a related field may be substituted for the education requirement. The following may be substituted for experience: A.Successful completion of semester credits specific in finance, accounting, business or public administration or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the work experience requirement (15 semester credits = 6 months). B.A Master’s degree in finance, accounting, business or public administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. C.A Doctorate’s degree in finance, accounting, business or public administration or a related field from an accredited college or university may be substituted for one (1) year of the work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualifications for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator's license (Hawaii Type 3 or equivalent) as applicable to the position. PART II BUDGET AND GRANT ANALYST II 62.089 Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
