Excused Member Deena Fontana Moraes Absent Member Erika Valente SUBJECT DISCUSSION ACTION Chair Pro Tem Yukimura, Member Carvalho, Member Crowell, Member Hoover, Member Kawakami, Commissioner Ignacio Neumiller, Administrator Ching and Support Clerk Muragin were signed into Microsoft Teams by video. Call To Order Roll Call Chair Pro Tem Yukimura called the meeting to order in open session at 5:03 p.m. and congratulated Member Regina Carvalho on her reappointment to serve a second term ending 12/31/24. Commission support clerk Sandra Muragin verified attendance and requested a verbal response of present or here; Treasurer Crowell replied present. Member Fontana Moraes was excused. Member Hoover no response. Member Kawakami replied here. Member Valente no response. Vice Chair Carvalho replied here. Chair Yukimura replied present. Commissioner Ignacio Neumiller replied here. Administrator Ellen Ching replied here. Commission Support Clerk Sandra Muragin replied here. Chair Pro Tem Yukimura shared her excitement and took a moment to commemorate and Quorum established with four members present. Committee on Status of Women Open Session January 20, 2021 Page 2 SUBJECT DISCUSSION ACTION celebrate this historic day as the first female vice president was sworn into office. She said it was a victory for all of us and not an accident that the Status of Women had a meeting scheduled on the same day as the presidential inauguration. Public Testimony No one from the public logged into the Teams meeting. CSW 2021-01 Election of Chair, Vice Chair, Secretary and Treasurer to serve a one-year term for calendar 2021. A. Vote on nominee for treasurer Member Angela Hoover entered the meeting at 5:03 p.m. Chair Pro Tem Yukimura asked Administrator Ellen Ching to share what the members could expect for meetings schedule in 2021 so members could have an understanding of the officer’s duties. Administrator Ellen Ching said staff was challenged this past year to operate with flexibility and was called to staff KEMA (Kauai Emergency Management Agency) operations to review modified quarantine requests. She said the Committee on the Status of Women would remain on hiatus after this meeting. There was no definitive answer as to when a normal meeting schedule could resume but there may two to three other meetings scheduled this year. Chair Pro Tem Yukimura requested nominations for chair. Ms. Hoover moved to nominate Member Regina Carvalho to Committee on Status of Women Open Session January 20, 2021 Page 3 SUBJECT DISCUSSION ACTION Chair Pro Tem Yukimura requested nominations for vice chair Chair Pro Tem Yukimura requested nominations for secretary. Chair Pro Tem Yukimura requested nominations for treasurer serve as chair for calendar year 2021. Ms. Kawakami seconded the motion. Roll Call Vote: 5- Ayes, 0-Nays. Motion carried 5:0 Ms. Carvalho moved to nominate Member Deena Fontana Moraes to serve as vice chair for calendar year 2021. Ms. Hoover seconded the motion. Roll Call Vote: 5- Ayes, 0-Nays. Motion carried 5:0. Ms. Carvalho moved to nominate Member Angela Hoover to serve as secretary for calendar year 2021. Ms. Crowell seconded the motion. Roll Call Vote: 5-Ayes, 0- Nays. Motion carried 5:0. Committee on Status of Women Open Session January 20, 2021 Page 4 SUBJECT DISCUSSION ACTION The newly elected slate of officers were assigned into their positions. Chair Regina Carvalho Vice Chair Deena Fontana Moraes Secretary Angela Hoover Treasurer Darcie Yukimura Treasurer’s Report 1. 2020-2021 Fiscal Budget a. Treasurer elect to report on the 3rd quarter fiscal budget. b. Discussion and possible allocation of funds for events through June 30, 2021. 2. State Grant M15001 – Hawai‘i State Commission on the Status of Women Grant to support on-going advocacy and work towards equality for women and girls by acting as a catalyst for positive change through education, collaboration and program development. a. 4th quarter update and review. Ms. Crowell reported the 2020-2021 fiscal budget had a remaining balance of $980.00 which should be used up by June 30, 2021 and the State Grant budget had a remaining balance of $567.04. Administrator Ellen Ching requested that the commission decide which events they want to plan this year and allow Boards and Commissions the authority to distribute the funds without scheduling another meeting. There was a discussion on last year’s Women’s History Month Essay Contest event which the committee spent $500. Ms. Crowell volunteered to lead Women’s History month essay contest and work with Chair Carvalho. The Committee discussed the stop domestic violence Facebook advertisements from last year that totaled $410 and considered using the remaining $480 balance. Ms. Ching said last year the committee allocated the fiscal budget on Women’s History Month Essay Contest, Stop Domestic Violence Facebook advertisements and logo items. Committee on Status of Women Open Session January 20, 2021 Page 5 SUBJECT DISCUSSION ACTION Treasurer Yukimura supported funding the full $480 to stop domestic violence advertisements on social media. Chair Carvalho suggested purchasing a domestic violence banner. Commissioner Ignacio Neumiller suggested partnering with the YWCA and insert the CSW name on their banner. Chair Carvalho volunteered to contact Ms. Valente to take the lead and Ms. Hoover volunteered to assist. Chair Carvalho moved to allocate $480 from the 2020- 2021 Fiscal Budget for social media domestic violence advertisements and purchase a stop domestic violence banner. Secretary Hoover seconded the motion. Roll Call Vote: 5- Ayes, 0-Nays. Motion carried 5:0. Treasurer Yukimura moved to allocate $500 from the 2020- 2021 Fiscal Budget for Women’s History Month Essay Contest. Ms. Crowell seconded the motion. Roll Call Vote: 5- Ayes, 0-Nays. Motion carried 5:0. Approval of Minutes A. Open Session Minutes of September 16, 2020. Ms. Crowell moved to approve the Open Session minutes of September 16, 2020, as circulated. Treasurer Yukimura seconded the motion. Motion carried 5:0. Business CSW 2020-07 Continued discussion and possible action on the approved events for 2020 and proposal of events for 2021. [7/15/20, deferred 8/19/20] Committee on Status of Women Open Session January 20, 2021 Page 6 SUBJECT DISCUSSION ACTION The committee agreed to continue to support Career Day, Breast Cancer Awareness Month event and Human Trafficking awareness event. CSW 2021-02 Review and possible approval of the 2021 meeting schedule. Ms. Ching reiterated that due to B&C staffing KEMA there may be one other meeting from now up until June, so the schedule was tentative. Secretary Hoover moved to approve the tentative 2021 meeting schedule, as circulated. Treasurer Yukimura seconded the motion. Motion carried 5:0. Commissioner’s Report CSW 2020-12 County of Kauai Resolution to support the Hawaii State Commission on the Status of Women COVID-19 Gender Equality Recovery Program. A. Commissioner Ignacio Neumiller to share. B. Discuss other related matters. Commissioner Ignacio Neumiller said Resolution no. 2021-04 resolution supporting and urging equity, inclusion, and social and economic justice principles in COVID-19 related recovery initiatives was passed by the full council on December 16, 2020. She said it was her first experience testifying on Teams in front of the County Council and encouraged the other members to submit testimonies when an opportunity arises. Resolution no. 2021-04 was transmitted to our local Senators, Representatives, Governor, Lt Governor and to Mayor Kawakami to hold them accountable on their decisions moving forward. The Hawai‘i State Commission on the Status of Women met yesterday, here are the updates: 1. The women’s caucus package would introduce five bills to the Legislative session on January 28. 2. The State cut $11,000 from the Department of Human Services budget. 3. State furloughs are still being discussed and the State Commission office staff would be impacted with a 9.5% salary reduction. NACW Board is moving forward with a July 22-25 convention in Virginia. Human Trafficking State Coordinator Shaw Calibre emailed a survey to develop a resource website for labor trafficking and Commissioner Ignacio Neumiller asked that everyone take the survey. Ms. Muragin would email the survey link. Committee on Status of Women Open Session January 20, 2021 Page 7 SUBJECT DISCUSSION ACTION Ms. Crowell left the meeting at 6:11 p.m. Mayor Derek Kawakami joined the meeting at 6:11 p.m. The Honorable Mayor Derek Kawakami entered the meeting and asked if he could verbally address Commissioner Ignacio Neumiller. Mayor Kawakami said his administration was very aware of the impact their decisions could have on women, children, minorities and took all of that into account when policies and choices were made. He said the county addressed many of the concerns with the following; 1. Rise to work program, federal funded, for the visitor industry workers to provide health coverage. 2. Partnered with Boys & Girls Club to create a child care program, when the county ran into union issues in creating an internal child care program. 3. Rise to work program, supported muralist and formed an all-female team to create murals long Rice Street. 4. Partnered with Catholic Charities with rent and mortgage relief. He thanked them for bringing the resolution to his attention would continue to keep them in mind. He said his office would compile a written report that would include a snap shot of programs created and policies made and forward when completed. Mayor Kawakami said he would have Chief of Staff Sarah Blane put together information to share on what the county has done on one of the COVID-19 reports.
