Treasurer Darcie Yukimura. Secretary Angela Hoover. Members: Kathy Crowell and Monica Kawakami. Hawai‘i State Commission on the Status of Women (HSCSW) Commissioner Edith Ignacio Neumiller. Office of Boards and Commissions: Administrator Ellen Ching and Commission Support Clerk Sandra Muragin. Excused Vice Chair Deena Fontana Moraes Absent Member Erika Valente SUBJECT DISCUSSION ACTION Treasurer Yukimura, Secretary Hoover, Member Kawakami, Commissioner Ignacio Neumiller, Administrator Ching and Support Clerk Muragin were signed into Microsoft Teams by video. Member Crowell and Chair Carvalho called into Microsoft Teams and entered the meeting by audio. Call To Order Roll Call Chair Pro Tem Yukimura called the meeting to order in open session at 5:12 p.m. Chair Regina Carvalho entered the meeting at 5:12 p.m. Chair Carvalho presided over the meeting and requested a roll call. Commission support clerk Sandra Muragin verified attendance and requested a verbal response of present or here; Member Crowell replied here. Member Kawakami replied present. Member Valente no response. Treasurer Yukimura replied here. Secretary Hoover replied present. Vice Chair Fontana Moraes was excused. Chair Carvalho replied present. Commissioner Ignacio Neumiller replied here. Administrator Ching replied here. Committee on Status of Women Open Session April 21, 2021 Page 2 SUBJECT DISCUSSION ACTION Commission Support Clerk Muragin replied here. Quorum established with five members present. Public Testimony No one from the public logged into the Teams meeting. Approval of Minutes A. Open Session Minutes of January 20, 2021. Treasurer Yukimura requested a correction on page seven, number one, change Wise to work to Rise to work. Commissioner Ignacio Neumiller moved to approve the Open Session minutes of January 20, 2021, as amended with the correction on page seven from Wise to work to Rise to work. Treasurer Yukimura seconded the motion. Motion carried 5:0. Business CSW 2021-03 Discussion and possible action to finalize Women’s History Month Essay Contest. a) Committee members to discuss and select final top essay(s) and determine monetary prize(s). b) Discussion on other related matters. Chair Carvalho requested the members share their top three essay in order from first to third; 1. Treasurer Yukimura - #2, #1, #5 2. Commissioner Ignacio Neumiller - #2, #6, #4 3. Secretary Hoover - #2, #1, #7 4. Member Crowell - #1, #2, #3 5. Member Kawakami - #2, #1, #7 6. Chair Carvalho - #2, #6, #1 After the scores were tabulated the members were presented with the final score and agreed to the top three; Essay #2 placed first with an average score of 1.16 Essay #1 placed second with an average score of 1.66 Committee on Status of Women Open Session April 21, 2021 Page 3 SUBJECT DISCUSSION ACTION Essay #6 placed third with an average score of 2.0 The commission discussed the monetary prize award. They allocated $500 from the 2020- 2021 fiscal budget and spent $150 at InkSpot for posters and a banner. The remaining balance of $350 could be used for the essay prize money. Chair Carvalho volunteered to purchase Jamba Juice gift cards as a consolation gift to the remaining essay contestants. The members discussed allocating the $350 monetary prize and unanimously agreed to the following distribution; 1. Essay #2 First place $150 2. Essay #1 Second place $125 3. Essay #6 Third place $75 The members requested the assistance from Boards and Commissions with relaying the information to the top three essay winners, draft and submit thank you letters to the remaining contestants, draft and submit a separate press release for each essay winner along with their photo and essay and post information on CSW website. Chair Carvalho shared that she was happy with the results and would have welcomed more applicants, but online virtual classrooms may have impacted participation. She suggested Treasurer Yukimura moved to approve a monetary award for Women’s History Month Essay Contest 2021 as follows; Award Essay #2-first place $150, Essay #1-second place $125 and Essay #6-third place $75. Member Crowell seconded the motion. Motion carried 5:0. Secretary Hoover moved to approve allowing Boards and Commissions the latitude to inform and thank all essay participants and submit separate press release for the top three winners and publish with their essay and photo. Member Crowell seconded the motion. Motion carried 5:0. Committee on Status of Women Open Session April 21, 2021 Page 4 SUBJECT DISCUSSION ACTION the committee consider a middle school essay contest next year. Ms. Ching thanked Chair Carvalho and Member Crowell for their efforts and was impressed and inspired with the quality of essays this year. CSW 2021-04 Discussion and action on Domestic Violence outreach advertisements on social media. a) Member Valente to update members. b) Discussion on other related matters. The committee discussed their options on whether to continue with the social media advertisements on domestic violence or loose the funding. The committee agreed to move forward and selected Secretary Hoover to take the lead and work with Ms. Ching and Ms. Muragin. The committee requested they work with YWCA again but if there were any problems Vice Chair Yukimura suggested they use the Garden Island Newspaper digital media platform. Ms. Ching volunteered to contact YWCA first and if they were unable to set it up she would work with the Garden Island Newspaper digital media. Vice Chair Yukimura moved to approve allowing Boards and Commissions the latitude to work with Secretary Angela Hoover to encumber the $480 to purchase a domestic violence banner and use the remaining funds for domestic violence digital media advertisement. Secretary Hoover seconded the motion. Motion carried 5:0. Announcements Next Scheduled Meeting: To Be Determined. Hawai‘i State Commission on the Status of Women (HSCSW) Commissioner Edith Ignacio Neumiller announced that the Zonta Club and YWCA would recognize Denim Day on Wednesday, April 28, 11:55 a.m. with Mayor Kawakami reading a proclamation in the rotunda. She said only six participants were allowed. Committee on Status of Women Open Session April 21, 2021 Page 5 SUBJECT DISCUSSION ACTION Report from the Hawai‘i State Commission on Status of Women meeting; • Executive Director Khara Jabolus-Carolus term was extended for another two years 2022-2023. Ms. Jabolus-Carolus was very proactive in highlighting a broad range of women issues in the media and was recently featured in a Times magazine article. • The Kaua‘i CSW was recognized as the most active out of all the other county CSW’s in the State of Hawai‘i. • Nickki Yee, founder of Ma‘i Movement Hawai‘i, a nonprofit local organization committed to bringing awareness to the lack of period supplies and education that adversely affect women who menstruate. May 24-30, 2021 is period poverty awareness week and there would be a proclamation reading sometime that week. • Request the committee or Administrator Ching send a follow-up memo to Mayor Kawakami on receipt of the summary of what the county has accomplished with Resolution 2021-04 feminist recovery plan for Kaua‘i. Ms. Ching replied that the committee was unable to take action because it was not agendized; however, she would send an email and it would be placed on the next agenda, which may not happen until the end of summer.
