Office of Boards and Commissions: Administrator Ellen Ching and Commission Support Clerk Sandra Muragin. Excused Vice Chair Deena Fontana Moraes and Member Monica Kawakami. Absent SUBJECT DISCUSSION ACTION Chair Yukimura, Treasurer Yukimura, Secretary Hoover, Commissioner Ignacio Neumiller, Administrator Ching, and Support Clerk Muragin were signed into Microsoft Teams by video. Member Crowell called into Microsoft Teams and entered the meeting by audio. Call To Order Roll Call Chair Carvalho called the meeting to order in open session at 5:02 p.m. Commission support clerk Sandra Muragin verified attendance and requested a verbal response of present or here; Member Crowell replied present. Member Kawakami was excused. Treasurer Yukimura replied present. Secretary Hoover replied present. Vice Chair Fontana Moraes was excused. Chair Carvalho replied present. Commissioner Ignacio Neumiller replied here. Administrator Ching replied here. Commission Support Clerk Muragin replied here. Quorum established with four members present. Public Testimony No one from the public submitted written testimony or logged into the Teams meeting. Approval of Minutes A. Open Session Minutes of April 21, 2021. Treasurer Yukimura moved to approve the Open Session minutes of April 21, 2021, as Committee on Status of Women Open Session August 18, 2021 Page 2 SUBJECT DISCUSSION ACTION circulated. Secretary Hoover seconded the motion. Motion carried 4:0. Treasurer’s Report a) 2020-2021 Fiscal Budget 1. Treasurer Yukimura to report on the 4th quarter fiscal budget balance. Treasurer Yukimura reported that the commission used $999.58 of the $1,000 budget and as of June 30, 2021, the balance of $0.42 was absorbed back into the county budget which zeroed out the ending balance. The meeting was suspended at 5:08 p.m. due to Member Crowell unexpectedly dropping off. Member Crowell regained connectivity and the meeting resumed at 5:11 p.m. b) 2021-2022 Fiscal Budget 1. Treasurer Yukimura to report on the 1st quarter fiscal budget balance. Treasurer Yukimura reported that $1,000 was allocated for the 2021-2022 budget. c) State Grant M15001 1. Treasurer Yukimura to report on the 1st quarter state grant budget balance. Treasurer Yukimura reported that the current balance was $567.04, and funds could roll over to the next year. Secretary Hoover moved to receive the 2020-2021 fiscal budget dated 06/30/21 with a zero balance, as circulated. Chair Carvalho seconded the motion. Motion carried 4:0. Secretary Hoover moved to receive the 2021-2022 fiscal budget dated 07/01/21 with a $1,000 balance, as circulated. Ms. Crowell seconded the motion. Motion carried 4:0. Chair Carvalho moved to receive the State Grant M15001 report dated 06/03/20 with a $567.04 balance, as circulated. Secretary Hoover seconded the Committee on Status of Women Open Session August 18, 2021 Page 3 SUBJECT DISCUSSION ACTION d) Logo Inventory update Commissioner Ignacio Neumiller pointed out the recently purchased domestic violence banner that Secretary Hoover helped to create. motion. Motion carried 4:0. Chair Carvalho moved to receive the logo inventory report, as circulated. Secretary Hoover seconded the motion. Motion carried 4:0. Business CSW 2021-05 Breast Cancer Awareness event during the month of October. a) Chair Carvalho to share and finalize event planning guide, discuss each task, assign task, and possibly add new task. b) Discussion and possible decision-making on other related matters. Chair Carvalho shared the following additional ideas to promote breast cancer awareness; • Possible TV advertisement with Ho’ike Kaua‘i Community Television and partner with Relay for Life or American Cancer Society and follow up with Patti Ornellas to feature a survivor’s testimony. Ho’ike would require a week and a half to film. • Possible sign waving event for one hour on a Wednesday in October. Participants would wear pink and hold a banner. Possible sites mentioned were the county building, sidewalk in front of the Aloha Church on Kaumuali‘i Highway, sidewalk by an intersection in Hanamā‘ulu or sidewalk in front of Kalena Park. • Would contact Mahelona Memorial Hospital, Kaua‘i Veterans Memorial Hospital and several locations on the north shore to display a banner. • Would distribute breast cancer trinkets to pass out. Ms. Muragin reported that the County Attorney’s Office requested a timer for the pink lights and maintenance may not be able to complete that request. She inquired on possibly having pink lights lit up around for October but did not receive confirmation. Administrator Ellen Ching said that maintenance reported that the lift was out of service and may not be fixed in time and the rotunda lights were being upgraded and may not be operable for October. Chair Carvalho moved to approve a $20 sign permit fee from the 2021-2022 fiscal Committee on Status of Women Open Session August 18, 2021 Page 4 SUBJECT DISCUSSION ACTION Chair Carvalho volunteered to setup the breast cancer banner in front of the historic county building from October 1, 2021, and remove the banner by October 31, 2021, and return the banner to the Boards and Commissions Office. Committee members unanimously agreed to allow Boards and Commissions the responsibility to edit last year’s press release and submit a final copy to the Public Information office for publication. Commissioner Ignacio Neumiller requested that the sign waving event be included. budget to display the breast cancer banner in front of the historic county building during the month of October 2021. Secretary Hoover seconded the motion. Motion carried 4:0. Secretary Hoover moved to authorize Chair Regina Carvalho as the official spokesperson for all the breast cancer activities on behalf of the Committee on the Status of Women. Treasurer Yukimura seconded the motion. Motion carried 4:0. Secretary Hoover moved to authorize Chair Regina Carvalho to organize the sign waving event for breast cancer awareness month. Member Crowell seconded the motion. Motion carried 4:0. Committee on Status of Women Open Session August 18, 2021 Page 5 SUBJECT DISCUSSION ACTION CSW 2021-06 Career Day event. a) Committee to discuss and possibly decide on planning a 2022 event. b) Discussion and possible decision-making on other related matters. Treasurer Yukimura recommended discussions on this event be deferred to next year. The commission unanimously agreed and moved on to the next agenda item. CSW 2021-07 Women’s History month event. a) Committee to discuss and possibly decide on details for a 2022 event. b) Discussion and possible decision-making on other related matters. The committee discussed the following; • Agreed to continue with the essay contest. • Secretary Hoover volunteered to take the lead and work with Boards and Commissions. • Agreed to use the same documents and keep the process the same. • Agreed to include high school and middle school aged students. • Agreed that meeting and contacting teachers could produce more participants. • Agreed to a budget of $600 from the 2021-2022 fiscal budget; $300 for high school and $300 for middle school with a breakdown of first place $125, second place $100 and third place $75 Treasurer Yukimura moved to approve a Women’s History month essay contest event for March 2022. Chair Carvalho seconded the motion. Motion carried 4:0. Chair Carvalho moved to approve Secretary Angela Hoover lead the 2022 Women’s History month essay contest, use the same documents and process, open the contest to include high school and middle school students, contact Committee on Status of Women Open Session August 18, 2021 Page 6 SUBJECT DISCUSSION ACTION teachers from all the schools to promote the contest and approve $600 from the fiscal budget 2021-2022; $300 for high school and $300 for middle school with $125 for first place, $100 for second place and $75 for third place. Treasurer Yukimura seconded the motion. Motion carried 4:0. CSW 2021-08 Human Trafficking Next Steps. a) Committee to discuss and possible decide on continuing awareness. b) Discussion and possible decision-making on other related matters. Commissioner Ignacio Neumiller suggested the following to continue awareness; • Jessica Munoz, president, and founder of Ho’ola Na Pua to give an update and share information on Pearl Haven, a new rehabilitation facility for trafficked girls. • Farshad “Sha” Talebi, State Human Traffic Coordinator to share information. • Dominique Roe-Sepowitz, Arizona State University to share research updates. Ms. Ching suggested Commissioner Ignacio Neumiller approach the state commission if they would be interested in planning and hosting a virtual event for Dominique Roe- Sepowitz to share research updates. The commission could share the link and announce the event on the website. CSW 2021-09 Kamawaelulani Corp. a 501(c)(3) organization. a) Discussion on email correspondence dated April 7, 2021, from Founder and Executive Director Nicole Cristobal. b) Discussion and possible decision-making on other related matters. Treasurer Yukimura suggested the committee invite Executive Director Nicole Cristobal to a future meeting to speak about her organization and share what they do. Committee on Status of Women Open Session August 18, 2021 Page 7 SUBJECT DISCUSSION ACTION State Commission Report CSW 2021-10 Update on the County of Kaua‘i Gender Equity Recovery Program report. a) Commissioner Ignacio Neumiller to share the Report to the County of Kaua‘i Commission on the Status of Women on the Resolution Supporting and Urging Equity, Inclusion, and Social and Economic Justice Principles in COVID-19 Related Recovery Initiatives from the Office of the Mayor, August 2021. b) Discussion and possible decision-making on other related matters. Commissioner Ignacio Neumiller shared that she and HSCSW Executive Director Khara Jabola-Carolus was very impressed with the report and pleased with the distribution of grant monies. She pointed out that Kaua‘i was the only county that distributed funds to mental health and domestic violence services. She also said Kaua‘i was the only county that turned in a report and asked Ms. Ching for a press release. Ms. Ching said she was part of the team that assisted in allocating funds and the administration took the time to review each applicant. The administration’s commitment resulted in a diversified outcome on the distribution of funds, which included the nonprofit sector. Ms. Yukimura remarked that the report contained valuable information and showed the administrations level of concern to take care of its community for the betterment of everyone. Mayor Kawakami and its administration had the foresight to be the only county that highlighted mental health and domestic violence services with CARES funds. Commissioner Ignacio Neumiller asked Ms. Ching to please extend a thank you to Mayor Kawakami and its administration on behalf of the Committee on the Status of Women and the Hawai‘i State Commission on the Status of Women. Ms. Ching said the mayor’s report would be posted on the CSW website. CSW 2021-11 Update on the Hawai‘i State Commission on the Status of Women. a) Commissioner Ignacio Neumiller to report on the August 5, 2021, HSCSW meeting. b) Discussion and possible decision-making on other related matters. Committee on Status of Women Open Session August 18, 2021 Page 8 SUBJECT DISCUSSION ACTION Commissioner Ignacio Neumiller reported that the HSCSW recommended the committee submit any Legislative bills they want to support. Announcements Next Scheduled Meeting: To Be Determined. Ms. Ching announced the following; • The next and final meeting, for 2021 may be scheduled in October 2021, to wrap up events. • The next meeting would probably be scheduled in January 2022. • Due to Governor Ige’s Proclamation issued on August 5, 2021 and SB 1034/Act 220 that recently passes and takes effect January 1, 2022, Boards and Commissions has adopted these guidelines on conducting virtual meetings and an email will be sent. It basically affected three areas; o All board/commission members must be visible on camera during the entire meeting o Announce name before speaking o Roll call vote would be taken for most major motions.
