HomeMy WebLinkAbout8.575 AUTOMOTIVE MECHANIC II 20220315PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.575 Class Specifications for the Class: AUTOMOTIVE MECHANIC II WS-10, BU-01 Duties Summary: Supervises and participates in the mechanical repair of all types of gasoline and diesel driven motorized equipment; and performs other related duties as required. Distinguishing Characteristics: This class is responsible for supervising mechanics, helpers and others and participates in repairing, overhauling, inspecting, and maintaining a variety motorized equipment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, assigns, and inspects the work of automotive mechanics and helpers; • Participates in making mechanical repairs on gasoline and diesel driven motorized equipment; • Estimates time and material needed to perform a job; determines the priority of work to be performed; • Diagnoses motor knocks, noises, or failures; • Supervises and participates in replacing broken, worn, or defective parts such as gears, shafts, and bearings and in making adjustments to correct faults such as imperfectly operating tie rods and steering gear or poor wheel alignment; • Supervises and participates in making adjustments to such parts as motor, brakes, and ignition system; • Supervises and participates in disassembling parts of motorized equipment such as motor, transmission and running gear; • Inspects equipment to determine needed repairs; PART I AUTOMOTIVE MECHANIC II 2 8.575 • Makes body and fender repairs using oxyacetylene or electric welding equipment in connection with such work; • Requisitions materials and supplies; • Maintains records of work activities and prepares reports; and • Performs other related duties as required. Knowledge of: Theory and principle of the internal combustion engine; the principles of electricity as applied to the electrical systems of motorized equipment; the use of hydraulic oil presses, lathes, gauges, gear or bearing pullers, sanding machines, spray guns, testing equipment and other mechanical implements of the trade; the occupational hazards and precautionary measures applicable to the trade. Ability to: Locate and adjust mechanical defects in gasoline and diesel motorized equipment; demonstrate proper work methods and set the pace; learn the maintenance and repair of non-automotive equipment such as rotary and centrifugal pumps, air compressors, lawn mowers and air-powered construction equipment; make repairs using modern tools, equipment and procedures; do welding and body and fender repairs; interpret and work from rough sketches or blue prints as well as from oral and written instructions; make estimates of time and materials necessary to complete a job; plan assignments and direct the work of others; operate motorized equipment. This is amendment to the specification for the class AUTOMOTIVE MECHANIC II, which was approved on September 5, 1990, amended on February 28, 1992, February 22, 2019, and on April 15, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.575 Minimum Qualification Specifications for the Class: AUTOMOTIVE MECHANIC II WS-10, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and • three and one half (3 ½) years of experience repairing automotive equipment as a helper or under a journey level mechanic, or successful completion of apprenticeship training; and • one (1) year of full-time experience as a journey-level mechanic. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Valid State of Hawaii Automotive Mechanic License or equivalent ASE certification may be substituted for up to two (2) years of the work experience requirement. B. Successful completion of semester credits leading towards a degree or diploma in Automotive Service Technology or a related field from an accredited community college, trades school, may be substituted up to two (2) years of the work experience requirement (15 semester credits = 6 months). C. An Associate’s degree in Automotive Service Technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the work experience requirement. PART II AUTOMOTIVE MECHANIC II 2 8.575 If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
