HomeMy WebLinkAbout6.288 CHIEF EXAMINER AND MOTOR VEHICLE INSPECTOR 20220316PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.288 Class Specifications for the Class: CHIEF EXAMINER AND MOTOR VEHICLE INSPECTOR SR-24, BU-04 Duties Summary: Plans, evaluates, coordinates, and supervises the day-to-day activities of the County’s Division of Motor Vehicles, primarily involving the examination of applicants for motor vehicle driver’s license, the inspection and control of common business and safety operations; oversees through subordinate supervisors, the registration of motor vehicles and licensing and issuance of County business and bicycle licenses; and performs other related duties as required. Distinguishing Characteristics: This class is responsible for the planning, direction and coordination of the County’s program involving motor vehicle driver licensing and inspections of common carrier operations, such as safety check stations and motor vehicles used for hire, and oversees through subordinate supervisors, the registration of motor vehicles and licensing and issuance of County business and bicycle licenses. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, evaluates, coordinates, and supervises the activities of the Driver License Section, Motor Vehicle Control Section, and the Financial Responsibility Section; • Oversees through subordinate supervisors, the registration of motor vehicles and licensing and issuance of County business and bicycle licenses; • Establishes work performance standards; • Reviews and recommends organizational, personnel and pay actions for the division; • Interprets and recommends changes to laws, policies, and rules and regulations affecting the Division’s responsibilities and activities; • Evaluates, develops, recommends and initiates changes in policies and procedures to improve operations and to comply with statutory changes; PART I CHIEF EXAMINER AND MOTOR VEHICLE INSPECTOR 2 6.288 • Develops and implements written and road test procedures and standards; • Evaluates, revises, or develops new documents, forms, and other material, such as requests for specialized equipment, services, and supplies; • Participates in the preparation of the Division’s operating budget; • Prepares statistical and narrative reports; • Represents the Division at hearings and meetings with other governmental agencies, community groups and business organizations; • Attends court proceedings to give expert testimony on Division activities; and • Performs other related duties as required. Knowledge of: Principles and practices of supervision; laws, rules and regulations governing the operation of common carrier businesses and motor vehicle driver licensing; principles and techniques of investigations; sources of information and investigative references; report writing; court procedures. Ability to: Plan, assign and coordinate the work of subordinates; interpret laws, rules, and regulations; formulate operational policies and procedures; review reports and recommendations and make effective decisions; establish and maintain effective working relationships with the public and other governmental agencies; prepare clear and concise reports. This is an amendment to the specification for the class, CHIEF EXAMINER AND MOTOR VEHICLE INSPECTOR, which was approved on January 23, 2004, effective November 16, 2002, amended on July 10, 2017, and is to be substituted for that specification to be effective March 16, 2022. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.288 Minimum Qualification Specifications for the Class: CHIEF EXAMINER AND MOTOR VEHICLE INSPECTOR SR-24; BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • six and one half (6 ½) years of experience in a motor vehicle inspection and/or a motor vehicle driver licensing program, and • one (1) year of supervisory experience. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II CHIEF EXAMINER AND MOTOR VEHICLE INSPECTOR 2 6.288 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
