Class Specifications for the Class:
HIGHWAY CONSTRUCTION & MAINTENANCE SUPERVISOR II
FI-10, BU-02
Duties Summary:
Supervises a crew engaged in the repair, maintenance and construction of roads and
appurtenances requiring the use of various motorized construction equipment under the
direction of District Road Overseer; keeps records and makes operational reports; and
performs other related duties as required.
Distinguishing Characteristics:
Positions in this class are responsible for supervising a crew engaged in a variety of
highway construction, maintenance, alteration, and repair of County roads, highways, and
adjacent areas.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, lays out, assigns, and reviews through subordinate supervisors the work of a
crew of equipment operators, laborers, and other trades personnel engaged in
constructing, surfacing, and resurfacing streets and roads, maintaining, altering, and
repairing county roads, highways, and adjacent areas;
• Supervises the paving of new roads;
• Supervises and instructs the maintenance crew in patching, resurfacing, and
widening of roads and highways and may inspect resurfacing projects;
• Supervises and instructs in the construction and/or repair of retaining walls,
manholes, and catch basins;
• Supervises the construction, maintenance and repair of sidewalks, driveways, and
curbs;
• Supervises and instructs the construction and/or maintenance crew in the operation
of road construction equipment;

• Makes regular inspections, notes the need to repair road surfaces, shoulders, and
drainage facilities and submits findings and recommendations to supervisor;
• Prepares and maintains a preventive maintenance schedule of all equipment
assigned;
• Through subordinate supervisors, enforces proper equipment maintenance practices
and precautions;
• May review operational reports of construction equipment operators for
completeness and accuracy;
• Reports all needs for necessary tools, equipment, and materials for carrying out
maintenance work;
• Enforces safety regulations to supervisor;
• Supervises the work of road and/or highway maintenance crew in making emergency
repairs to highways and/or roads following storms, landslides, washouts,
earthquakes, or other accidents;
• Prepares periodic work reports on man hours expended, materials, and equipment
used, and work accomplished as requested to supervisor;
• May act for the supervisor during the latter’s absence; and
• Performs other related duties as required.
Knowledge of:
Principles and practices of supervision; the practices, processes, tools, equipment,
and materials used in general construction work, particularly as related to construction and
maintenance of highways, roads, streets, storm drains, and retaining walls; the operation of
heavy construction equipment; the occupational hazards and safety practices of road
construction and maintenance work.
Ability to:
Plan, assign, and supervise the work performed by a group of employees engaged in
road construction and maintenance work; read and interpret plans and specifications for
construction work; determine personnel, material, and equipment requirements; keep
records and make reports; act effectively in emergencies; deal effectively with employees
and the public; encourage safety practices and enforce safety rules; give clear and concise
oral and written instructions.

This is an amendment to the specification for the class HIGHWAY CONSTRUCTION &
MAINTENANCE SUPERVISOR II, which was approved on April 25, 1978, amended on August
3, 1990, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
HIGHWAY CONSTRUCTION & MAINTENANCE SUPERVISOR II
FI-10, BU-02
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• four and one half (4 ½) years of work experience in road construction and/or
maintenance, and
• one (1) year of supervisory experience.
Qualifying Specialized Work Experience:
Work experience which demonstrates knowledge and competence in the methods,
practice, techniques, tools, and operation of construction equipment used in the
construction, maintenance and repair of highways, roads or similar surfaces and structures.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.

The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
construction management or a related field from an accredited community college,
trades school, may be substituted up to two (2) years of the specialized work
experience requirement (15 semester credits = 6 months).
B. An Associate’s degree in construction management or related field from an
accredited community college, business, or technical school, may be substituted for
two (2) years of the specialized work experience requirement.
C. A Bachelor’s degree in construction management or a related field from an
accredited college or university may be substituted for up four (4) years of the
specialized work experience requirement.
D. A Master’s or PhD degree in construction management or a related field from an
accredited college or university may be substituted for up to one (1) year of the
specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.

Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
