HomeMy WebLinkAbout8.455 ASSISTANT WASTEWATER PLANT OPERATOR II 20220426PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.455 Class Specifications for the Class: ASSISTANT WASTEWATER PLANT OPERATOR II BC-08, BU-01 Duties Summary: Assists and/or participates in the operation, maintenance, and repair of various wastewater treatment plants; receives training in and performs progressively difficult tasks to prepare for eventual operator certification; and performs other related duties as required. Distinguishing Characteristics: This class assists and/or participates in and receives supplemental training relating to the operation and maintenance of various equipment and facilities at a wastewater treatment plant. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Assists and/or participates in operating and maintaining various wastewater treatment plant processes and equipment to assure safe and efficient operation; • Assists and/or participates in controlling and regulating the flow, processing and treatment of wastewater, air and sludge between the unit processes of the plant; • Opens and closes valves as directed; • Monitors various gauges and instruments and records and interprets readings; • Collects individual and composite samples of wastewater and sludge from the various unit processes and assists and/or participates in performing chemical and physical analyses thereof; • Makes process adjustments accordingly; • Operates and maintains sludge digestion systems, dewatering equipment, drying beds and pulverizers, and chemical feed systems; • Cleans settling tanks, clarifiers, digesters, etc.; PART I ASSISTANT WASTEWATER PLANT OPERATOR II 2 8.455 • Assists and/or participates in making periodic visits to tributary wastewater pumping plants; • Controls and regulates the flow of wastewater to and from pumping plants; • Inspects equipment for irregularities and makes necessary adjustments; • Lubricates and changes oil in equipment and machinery as required; • Removes obstructions from pumps, pipes, and valves, etc. and assists with more difficult repairs; • Participates in maintaining operational records and station logs; • Attends orientation and training sessions and receives instruction in the technical aspects of wastewater treatment and pumping plant operations; • Learns and becomes familiar with new methods, equipment and processes relating to wastewater treatment and disposal; • May perform work individually under direction or guidance of the operator-in-charge for training and continual on- the-job development; • Operates a motor vehicle to transport personnel and equipment; and • Performs other related duties as required. Knowledge of: Practices and procedures used in the operation and maintenance of plant equipment such as pumps, valves, motors, blowers, meters, gauges, etc.; servicing requirements of machinery; hazards and safety practices involved in working around high voltage equipment and moving machinery; arithmetic; uses of mechanic hand and power tools. Ability to: Operate and maintain pumping units and auxiliary equipment common to industrial type plants; open and close valves as directed; read meters and gauges, record readings, maintain operating records; make necessary arithmetical computations; read and comprehend written materials; learn technical and specialized processes pertinent to wastewater treatment plant work, including required laboratory analyses; use common hand tools; understand and follow oral and written instructions; work harmoniously with others; handle weights and loads. PART I ASSISTANT WASTEWATER PLANT OPERATOR II 3 8.455 This is an amendment to and re-titling of the specification for the class ASSISTANT WASTEWATER PLANT OPERATOR II, which was approved on July 27, 1993, as an ASSISTANT WASTEWATER TREATMENT PLANT OPERATOR, amended on February 22, 2019, amended, and retitled to ASSISTANT WASTEWATER PLANT OPERATOR on January 10, 2022, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.455 Minimum Qualification Specifications for the Class: ASSISTANT WASTEWATER PLANT OPERATOR II BC-08, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two and one half (2 ½) years of work experience under a skilled mechanic in electrical or mechanical maintenance and repair of equipment in a pumping plant, engine room, power plant or water/wastewater plant, or related industrial- type equipment. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. A valid Wastewater Treatment Plant Operator (WWTPO) certification in the State of Hawaii may be substituted for up to one (1) year of work experience under a skilled mechanic in electrical or mechanical maintenance and repair of equipment in a pumping plant, engine room, power plant or water/wastewater plant, or related industrial-type equipment B. Successful completion of semester credits leading towards a degree or diploma in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience under a skilled mechanic in electrical or mechanical maintenance and repair of PART II ASSISTANT WASTEWATER PLANT OPERATOR II 2 8.455 equipment in a pumping plant, engine room, power plant or water/wastewater plant, or related industrial-type equipment (15 semester credits = 6 months). C. An Associate’s degree in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience under a skilled mechanic in electrical or mechanical maintenance and repair of equipment in a pumping plant, engine room, power plant or water/wastewater plant, or related industrial-type equipment. D. A Bachelor’s degree in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science or a related field from an accredited college or university may be substituted for up four (4) years of work experience under a skilled mechanic in electrical or mechanical maintenance and repair of equipment in a pumping plant, engine room, power plant or water/wastewater plant, or related industrial-type equipment. E. A Master’s or PhD degree in electrical installation and maintenance, electrical engineering, water/wastewater technology, environmental science or a related field from an accredited college or university may be substituted for up to one (1) year of work experience under a skilled mechanic in electrical or mechanical maintenance and repair of equipment in a pumping plant, engine room, power plant or water/wastewater plant, or related industrial-type equipment. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. PART II ASSISTANT WASTEWATER PLANT OPERATOR II 3 8.455 Special Working Conditions: Exposure to hazards, unpleasant and obnoxious conditions; may also be subject to shift, weekend and holiday work as required. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
