Class Specifications for the Class:
ECONOMIC DEVELOPMENT SPECIALIST IV
SR-24, BU-13
Duties Summary:
Plans, organizes, conducts research, and prepares analyses to develop product
promotional and industrial and energy conservation programs; makes recommendations on
all mainland and foreign marketing, identifies and develops opportunities for the expansion
of existing businesses and coordinates the promotion of new businesses; assists in the
development of marketing organizations and participates in the promotion of effective
relationships with retailers, wholesalers and others; and performs other duties as required.
Distinguishing Characteristics:
This class differs from that of Economic Development Specialist III in that the
Economic Development Specialist IV performs the most complex economic development
activities by planning, organizing, developing, and conducting research and analyses for
product promotional and industrial expansion programs on a wide variety of industries
and/or products; whereas, the Economic Development Specialist III participates in the
planning, coordinating, and evaluating of a wide variety of economic development programs
to promote products of Kauai and to encourage the expansion of business and the
attraction of new business to Kauai.
This class is under the general direction of the Director of Economic Development
and is delegated considerable independence in solving problems and in dealing with various
representatives and officials of other agencies and organizations.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Plans, organizes, conducts research, and prepares analyses on a wide variety of
products and commodities including economic studies and analyses of local products
and industries and energy conservation programs to evaluate their economic
potential and constraints, and to identify development strategies, the most effective
methods of marketing local products and the sources of expertise and funds
required;
Recommends course of action to maximize development opportunities including new
product lines, improvements in merchandising techniques, and energy conservation
programs for the County;

Produces comprehensive reports on investment opportunities and/or energy
conservation activities;
Works with groups of manufacturers, producers and assists them in establishing
corporative of trade associations, determines their need for market and product
development assistance, develops strategic marketing plans, and develops product
promotion budgets;
Plans and coordinates product promotion programs or large scale multi-industry or
multi-product promotional campaigns;
Initiates action to obtain consultants and governmental contract services as required;
serves as departmental liaison in monitoring the contracts;
Makes arrangements for facilities and other logistical details required in carrying out
projects;
Promotes cooperation and participation necessary to carry out projects among a
variety of interested parties involved;
Maintains a large background of information reflecting the history, growth, and
potential for each assigned commodity, product, and/or industry;
Advises corporative and trade association of marketing or operating opportunities
including sources of investment and venture capital;
Develops and coordinates programs to attract new and/or expand existing
businesses including developing and promoting activities such as visitations to
Kauai, development seminars, workshops or meetings, missions to the mainland or
foreign countries, and trade shows;
Keeps abreast of current laws, regulations, and tax incentives at local, national, and
international levels to determine opportunities for employment and business in Kauai
County;
Participates in drafting legislative proposals dealing with various aspects of industry
development and product promotion;
Participates in reviewing bills and resolutions and drafting comments or testimony as
required;
May attend legislative hearing as a resource person;

May participate in drafting new rules and regulations to implement new legislation or
to· update existing rules and regulations;
Meets with groups of interested parties to explain and promote the services of the
program; and
Performs other related duties as required.
Knowledge of:
Principles and theories of marketing management including pricing, distribution and
sales organization, advertising media and promotion, marketing research, and competitive
relationships; general knowledge of business management principles, financing, and credit
practices; general knowledge of trade restrictions and control; operations and structure of
product promotion organizations; industrial and agricultural development techniques;
advanced statistical research methods and techniques; sources of information on economic
and business subjects; local and State economic trends; public relations; supportive
governmental programs available to businesses.
Ability to:
Plan, organize and independently conduct complex research on business and
economic subjects; apply theories and principles of marketing and industrial and agricultural
development; identify marketing needs of various products and commodities and develop
effective plans for the resolution of problems in the area; establish and maintain effective
working relationships with others; communicate effectively orally and written; maintain an
awareness of mainland and foreign marketing conditions and trends, prepare
comprehensive reports based on research findings.
This is an amendment to the specification for the class, ECONOMIC DEVELOPMENT
SPECIALIST IV , which was approved on June 23, 1989 and amended on March 13, 1992
and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
ECONOMIC DEVELOPMENT SPECIALIST IV
SR-24, BU-13
Training and Experience:
A combination of education and experience substantially equivalent to graduation from an
accredited college or university with a baccalaureate degree in business or public
administration or a related field pertinent to the department's program and activities; and
•four (4) years of professional work experience involving the compilation, examination,
analysis, and interpretation of statistical and other data.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A.Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B.Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in business or public administration or a related
field or education credits in business or public administration or a related field can be
substituted for up to four (4) years of the bachelor’s degree such as:
A.Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B.Successful completion of semester credits specific to business or public
administration or a related field leading to a degree or diploma from an accredited
community college, trades school, college, or university (15 semester credits = 6
months).
A master’s degree or PhD in business or public administration or a related field may be
substituted for the education requirement.

A.Successful completion of semester credits specific in business or public
administration or a related field leading towards a Bachelor’s/Master’s/PhD degree
from an accredited college or university, may be substituted up to one (1) year of the
specialized work experience requirement (15 semester credits = 6 months).
B.A Master’s degree in business or public administration or a related field from an
accredited college or university may be substituted for one (1) year of the specialized
work experience requirement.
C.A Doctorate’s degree in business or public administration or a related field from an
accredited college or university may be substituted for one (1) year of the specialized
work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class, ECONOMIC DEVELOPMENT
SPECIALIST IV, which was approved on June 23, 1989, amended on March 13, 1992, and
on June 16, 2020, and is to be substituted for that specification.
