HomeMy WebLinkAbout1.274 HUMAN RESOURCES TECHNICIAN II 20220519PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.274 Class Specifications for the Class: HUMAN RESOURCES TECHNICIAN II SR-17, BU-03 Duties Summary: Assists in the development and execution of assignments encompassing one or more functional areas in the central human resources department; advises on civil service laws and regulations, and human resources policies and procedures; and performs other related duties as required. Distinguishing Characteristics: Positions in this class assist the human resource specialist in the development and administration of human resources programs, performing independently and providing advisory and consultative services requiring interpretation and explanation of civil service laws, regulations and procedures to department/agency officials, employees, and the public, referring highly complicated inquiries and concerns to the human resources specialist. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Assists specialists in the administration of various functional program areas with delegated responsibility for phases of the overall program; • Reviews policies and procedures and makes recommendations for improvement; drafts procedures and guidelines as assigned; • Reviews all requests for claims under collective bargaining agreements; advises and instructs departments/agencies in the collection of cost data; summarizes information for use in negotiations; • Audits payroll certification forms for completeness, accuracy, and compliance with personnel laws, rules, collective bargaining agreements, and executive orders; advises departments/agencies on the interpretation and application thereto, and on completing forms; processes the same; • Audits data entered into the human resources computer system for processing of personnel actions; posts transactions and processes; PART I HUMAN RESOURCES TECHNICIAN II 2 1.274 • Conducts field audits to ensure compliance by departments/agencies with personnel laws, rules, policies, procedures, collective bargaining agreements, and executive orders; • Reviews and recommends approval of re-descriptions of position descriptions; reviews reallocation requests for well-defined occupations; prepares report of recommendation; • Advises department/agency on position classification changes due to assignment or reassignment of duties; assists in the conduct of maintenance reviews to update and amend classes of work; • Provides information on recruitment process, minimum qualification requirements, including required certificates, licenses, etc.; refers applicants to licensing agencies; • Advises applicants on completing application forms properly; screens applications of moderate difficulty for meeting of minimum qualification requirements; notifies applicant of acceptance or rejection status; • Assists in the gathering of test materials; works with subject matter specialists to develop examinations for review by superior; types, edits, and proofreads written examinations and other examination materials; • Schedules and arranges for examination sites and facilities; notifies applicants of test dates; travels to various test sites to administer exams; • Scores answer sheets, converts raw test scores, and notifies applicants of test results; establishes eligible lists and prepares certifications for hiring departments; updates records of departmental hiring actions; • Reviews, processes, and monitors a wide variety of Workers' Compensation claims evaluations, including the more difficult claims; confers with specialist on the more complex cases; • Collaborates with specialist to prepare Workers' Compensation cases for administrative hearings before the Department of Labor and Industrial Relations; assists the Office of the County Attorney in preparing Workers' Compensation cases for appeals hearing before the Labor and Industrial Relations Appeals Board. • Recommends approval or denial of treatment plans; monitors treatments to ensure compliance with the Hawaii Workers' Compensation Medical Fee Schedule; • Reviews provider bills for compliance with the Hawaii Workers' Compensation Medical Fee Schedule; recommends approval or denial of provider bills; prepares correspondence to providers; processes bills for payment; PART I HUMAN RESOURCES TECHNICIAN II 3 1.274 • Determines periods of temporary disability; advises department/agency and Payroll on matters related to the disbursement of Workers' Compensation payments to employees; • Arranges for Independent Medical Examinations (IME) and disability evaluations; • Answers inquiries and provides information and assistance to employees regarding workers' compensation laws, rules, and procedures; • Makes extensive searches through a variety of files and records; extracts, refines, and organizes information and prepares final reports; prepares other human resources reports and reports for use in budget preparation, annual reports, cost data, etc. • Sets-up, reviews, updates, and maintains manual and electronic personnel files, which includes confidential matters thereto; • May supervise subordinates as assigned; and • Performs other related duties as required. Knowledge of: Basic principles and practices of human resources administration; basic merit system philosophy; civil service laws and regulations, human resources policies and procedures, and the various collective bargaining agreements; organizational structure and functions of divisions; interviewing principles and techniques; data gathering and computational techniques; various types of personnel transactions and procedures for processing thereof; methods of personnel recordkeeping; office practices and procedures; use of personal computer and standard office equipment. Ability to: Understand, interpret, and apply civil service laws and regulations, provisions of collective bargaining agreements, and human resources rules, policies, and procedures; conduct simple investigations and prepare reports of findings; conduct simple research studies referring to various sources; prepare reports of findings; provide advisory and consultative services; explain personnel practices and techniques to employees and the public; operate standard office equipment and personal computer utilizing a variety of software applications; supervise the work of others as assigned; give and follow oral and written instructions; deal tactfully and maintain an effective relationship with County officials, employees, and the public. PART I HUMAN RESOURCES TECHNICIAN II 4 1.274 This is an amendment and re-titling to the specification for the class HUMAN RESOURCES TECHNICIAN II, which was approved on December 27, 2011, as a HUMAN RESOURCES TECHNICIAN, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.274 Minimum Qualification Specifications for the Class: HUMAN RESOURCES TECHNICIAN II SR-17; BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • four (4) years of specialized work experience. Qualifying Specialized Work Experience: Work experience which required the knowledge and application of pertinent human resources rules, regulations, procedures, and program requirements. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in human resources management, public administration, business administration, political science, psychology or a related field from an accredited community college, trades school, may be substituted up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in human resources management, public administration, business administration, political science, psychology or related field from an PART II HUMAN RESOURCES TECHNICIAN II 2 1.274 accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree in human resources management, public administration, business administration, political science, psychology or a related field from an accredited college or university may be substituted for up four (4) years of the specialized work experience requirement. D. A Master’s or PhD degree in human resources management, public administration, business administration, political science, psychology or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II HUMAN RESOURCES TECHNICIAN II 3 1.274 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
