Class Specifications for the Class:
ASSISTANT WASTEWATER PLANT OPERATOR I
BC-05, BU-01
Duties Summary:
Receives training and performs as an assistant in a trainee capacity to higher level
operators in the operation, maintenance and repair of wastewater plant and tributary
pumping plants, equipment, and processes; and performs other related duties as required.
Distinguishing Characteristics:
This class represents an unlicensed entry level trainee for the Wastewater Plant
Operator series. Under the immediate supervision of higher-level operators, the work
involves formal and informal training to develop the required skills, knowledge, and abilities
necessary in the operation, maintenance and repair of a wastewater plant and tributary
pumping plant processes and equipment.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Performs daily cleaning, scrubbing, and hosing down of tank walls, wet wells,
channels, and weirs;
Uses portable pumps to vacuum effluent tank;
Drains and cleans clarifiers, aeration tanks, digesters, centrifuge, chlorine contact
tanks and wet wells;
Operates tractor type mowers to mow lawns;
Services, installs, and removes mower cutters and adjusts cutting units;
Trims and sprays herbicide on grasses and weeds along walks, driveways, buildings
and planted areas;
Trims and prunes trees, shrubs, and hedges;
Sprays plants, flowers, or other infested areas with insecticides;

Removes grit barrels from compactor site and loads onto trucks;
Operates truck to deliver to and empties barrels at appropriate destination, replacing
barrels;
Assists operators in operation of plant equipment such as dewatering units,
Dissolved Air Floatation(DAF), screen press, grit removers, etc.;
Opens and closes valves as instructed by operators;
Takes samples, performs simple chemical tests including but not limited to pH, DO,
temperature, settleable solids, SS, TSS, VSS, BOD, chlorine residual;
Interprets laboratory results;
Performs general housekeeping work at treatment plant and pumping station such
as sweeping and mopping of floors, wiping down of equipment, etc.;
Assists in checking pump stations;
Bleeds air from pumps;
Assists in performing tests of main and sump pumps to ensure proper functioning of
equipment; logs equipment running times;
Cleans level indicators, probes, and seal flush filters;
Assists in greasing and oiling blowers, motors, etc.;
Chips and paints equipment and structures;
Removes and pulverizes dried sludge;
Cleans and maintains sludge drying and beds; and
Perform other duties as required.
Knowledge of:
Basic hand and power tools and their use; servicing requirements of mechanical
equipment; fundamental mechanical concepts; hazards and safety practices involved in
working around high voltage equipment and moving machinery.

Ability to:
Learn the operation, maintenance, and repair of wastewater plant equipment such
as pumps, motors, clarifiers, mixers, digesters, aerators, valves, meters, gauges, etc.; read
meters and gauges, record readings, and maintain operating records; read and comprehend
written materials; use hand and power tools; understand and follow oral and written
instructions; work harmoniously with others; handle weights and loads.
This is an amendment to and re-titling of the specification for the class ASSISTANT
WASTEWATER PLANT OPERATOR I, which was approved on December 29, 2005, as a
WASTEWATER PLANT OPERATOR ASSISTANT, amended on February 22, 2019, amended,
and retitled to WASTEWATER PLANT OPERATOR TRAINEE on January 10, 2022, and is to be
substituted for that specification.

Minimum Qualification Specifications
for the Class:
ASSISTANT WASTEWATER PLANT OPERATOR I
BC-05, BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
one (1) year of general work experience.
Qualifying General Work Experience:
Any work experience which may involve the basic skills: reading, writing, computation
and communication.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B.Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C.An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A.Successful completion of semester credits in any field from an accredited community
college, trades school, may be substituted up to four (4) years general work
experience (15 semester credits = 6 months).
B.An Associate’s degree in field from an accredited community college, business, or
technical school, may be substituted for two (2) years of general work experience.

C. A Bachelor’s degree in any field from an accredited college or university may be substituted for up four (4) years of general work experience.
D. A Master’s or PhD degree in any field from an accredited college or university may be substituted for up to one (1) year general work experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that he/
she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and
any other appropriate licenses or certificates as required of the position.
Special Working Conditions:
Exposure to hazards, unpleasant and obnoxious conditions; may also be subject to
shift, weekend and holiday work as required.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and
the duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Heavy
