HomeMy WebLinkAbout6.245 6.246 PLANNING INSPECTOR II & III 20220613PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.245 6.246 Class Specifications for the Class: PLANNING INSPECTOR II & III SR-16, BU-03 SR-19, BU-03 Duties Summary: Inspects sites, buildings, and structures for compliance with zoning, land use and subdivision codes, approved plans, specifications, and policies; investigates complaints and alleged violations for non-conformance to proper codes; and performs other related duties as required. Distinguishing Characteristics: Level II: This level is distinguished by the independent inspection of simple and less complex sites, buildings, structures, and uses for compliance with County zoning and subdivision codes. Level III: This level is distinguished by the inspection of all types of commercial structures and residential buildings, including multi-storied buildings for compliance with the County zoning and subdivision codes. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). •Conducts inspections of development, uses, and a wide variety of buildings and structures in existence and in the process of construction and alteration, for compliance with zoning codes, subdivision and other land use related codes, statutes, rules and regulations, approved plans, and departmental policies; •Checks development standards, including setbacks, heights, parking requirements, lot coverage, and uses; •Investigates complaints and alleged violations of laws relating to the jurisdiction of the department; •Submits appropriate reports of any observations of potential rule or code violations of other governmental agencies as necessary; •Gathers information through on-site inspections, interviews, searches of files and records within the department and from outside sources; PART I PLANNING INSPECTOR II & III 2 6.245 6.246 • Reviews plans, specifications, and compiled data to ascertain whether violations exist and to determine nature and extent of violations; • Meets with violators to explain remedial action required, possible penalties under the law, appeal rights, and procedures and policies in applying for variance in land use; • Provides periods of grace to effect required corrective actions; • Follows up on cases; • Prepares reports and recommendations with superiors; • Prepares illustrative charts, maps, diagrams, and photographs; • Initiates action to force compliance with the law; • Testifies at hearings and in court; maintains files and records of all complaints and violations; • May assist County Attorney, Prosecuting Attorney, and other governmental agencies by providing pertinent information concerning cases; • May attend Commission and County Council meetings to answer questions when called upon; • Participates in processing building permits for compliance with various County planning laws and regulations, and in providing information; • Keeps abreast of revisions to zoning and subdivision laws, the General Plan, maps, and departmental policies and procedures; and • Performs other related duties as assigned. Knowledge of: Laws, rules and regulations pertaining to zoning, subdivisions and signs; inspectional and investigative methods and techniques; legal procedures involved in enforcing zoning and subdivision ordinances and rules and regulations. Ability to: Inspect sites, buildings and structures and signs, and render decisions in conformity with ordinances, rules and regulations; interpret and explain laws, ordinances, rules, regulations, and policies pertaining to County planning activities; read and interpret plans and specifications, zoning ordinances, subdivision rules and regulations, and interpret and apply them to specific cases; gather, analyze, and evaluate facts; give testimony in hearing and in court; prepare clear and concise reports; deal tactfully and effectively with the public. PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.245 6.246 Minimum Qualification Specifications for the Class: PLANNING INSPECTOR II & III SR-16, BU-03 SR-19, BU-03 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and for: Level II: two and one half (2 ½) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations, and one (1) year of work experience related to housing, building, zoning or related code enforcement inspectional work. Level III: four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations, and one (1) year of work experience related to housing, building, zoning or related code enforcement inspectional work. Substitutions Allowed: The following may be substituted for education: A.Four (4) years of full-time general work experience may be substituted for a high school diploma. B.Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C.An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A.Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted up to four (4) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations (15 semester credits = 6 months). PART II PLANNING INSPECTOR II & III 2 6.245 6.246 B.An Associate’s degree from an accredited community college, business, or technical school, may be substituted for two (2) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. C.A Bachelor’s degree from an accredited college or university may be substituted for up four (4) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. D.A Master’s or PhD degree from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled.
