Class Specifications for the Class:
PLANNING INSPECTOR IV
SR-21, BU-03
Duties Summary:
Supervises, participates in, and is responsible for the inspection of sites, buildings,
and structures for compliance with zoning, land use, and subdivision ordinances and codes,
approved plans, specifications and policies; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from Planning Inspector II and III in that the Planning Inspector IV
supervises, participates in, and is responsible for the inspection of sites, buildings, and
structures for compliance with zoning, land use, and subdivision ordinances and codes;
whereas, the Planning Inspector I and II inspects sites, buildings, and structures for
compliance with zoning, land use, and subdivision ordinances and codes.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
•Lays out, assigns, instructs, and coordinates the work of subordinates engaged in
inspections of sites, buildings, and structures such as residential, hotel, apartment,
and other buildings for compliance with zoning, land use, and subdivision ordinances
and codes;
•Reviews daily reports of subordinates for completeness of area covered, number of
inspections conducted, and consistency with codes and other requirements;
•Interprets, makes decisions and resolves problems in cases of disputes, conflicts,
and/or disagreements;
•Trains subordinates on new methods and techniques for maximum production,
efficiency, and performance of work;
•Conducts field inspections with subordinate inspectors when problems of a
complicated nature arise;
•Issues citations for non-conformance to proper codes when necessary;

• Assists planners and drafting technicians in the preparation of field findings and
drawings;
• Investigates complaints and requests for variances;
• Reviews plans and specifications to ascertain whether violations exist;
• Meets with violators to explain remedial action required, possible penalties under the
law, appeal rights, and procedures and policies relative to variances in land use;
• Reviews reports and recommendations including charts, maps, diagrams, and
photographs;
• Assists County Attorney, Prosecuting Attorney, and other governmental agencies by
providing pertinent information concerning cases;
• Attends Commission and Council meetings to answer questions when called upon;
• Prepares correspondence pertaining to zoning or subdivision matters such as action
taken by the Director, status of applications and other inquiries from the public;
• Supervises the processing of zoning permits for compliance with the various County
planning laws; and
• Performs other related duties as assigned.
Knowledge of:
Housing and zoning codes and ordinances applicable to Kauai County; accepted
health and safety standards; inspectional practices and techniques; legal procedures
involved in enforcing housing and zoning codes and ordinances; report writing; principles
and practices of supervision.
Ability to:
Plan, assign, supervise, and review the work of subordinates; inspect buildings and
structures used for housing and render decisions in conformity with the housing and zoning
codes and ordinances; recognize hazardous situations and suggest means of correction;
read, interpret, and apply the housing and zoning codes and ordinances; prepare clear and
concise reports; deal tactfully with property owners and/or tenants; give oral and written
instructions.

Minimum Qualification Specifications
for the Class:
PLANNING INSPECTOR IV
SR-21, BU-03
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and for
• five (5) years of inspectional or investigative work experience involving the
enforcement of laws, ordinances and/or rules and regulations, and
• one (1) year of work experience related to housing, building, zoning, or related code
enforcement inspectional work.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, trades school, may be substituted up to four (4)
years of inspectional or investigative work experience in volving the enforcement of
laws, ordinances and/or rules and regulations (15 semester credits = 6 months).
B. An Associate’s degree from an accredited community college, business, or technical
school, may be substituted for two (2) years of inspectional or investigative work
experience in volving the enforcement of laws, ordinances and/or rules and
regulations.

C. A Bachelor’s degree from an accredited college or university may be substituted for
up four (4) years of inspectional or investigative work experience in volving the
enforcement of laws, ordinances and/or rules and regulations.
D. A Master’s or PhD degree from an accredited college or university may be substituted
for up to one (1) year of inspectional or investigative work experience in volving the
enforcement of laws, ordinances and/or rules and regulations.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
