Class Specifications for the Class:
INFORMATION TECHNOLOGY PROGRAM MANAGER
EM-03, BU-13X
Duties Summary:
Under administrative direction, plans, organizes and directs the activities of a major
functional branch of the County's central information technology (IT) division; and performs
other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to plan, direct, and oversee the
program and activities of a major functional branch within the central information
technology division.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, organizes, and directs the development and maintenance of information
technology systems and programs, including but not limited to computer operations
and programming, systems software and infrastructure, systems control and
securities, network application, geographic information systems (GIS), data base
management, and end-user support services;
• Plans and implements short and long range goals and objectives for the branch
consistent with departmental goals;
• Evaluates intermediate program goals and objectives to assess progress;
• Implements changes and/or corrective actions as necessary;
• In collaboration with other functional segments, develops and implements program
policies and operational guidelines, including the establishment of the division and
department's software and hardware standards to ensure compatibility;
• Meets with County department administrators and staff to assess and to provide
assistance in planning for their IT requirements and needs;

• Prioritizes, schedules, and assigns/reassigns projects to ensure timely completion;
coordinates activities with other functional segments;
• May participate in the design, development, modification, and implementation of
systems or programs; reviews work in progress;
• Provides technical support, direction, and coordination in software design and
implementation work;
• Supervises the integration of work into finished products;
• Prepares reports on status of projects;
• Meets with subordinate specialists regarding system problems and program needs;
• Reviews specifications for new applications as well as revisions to existing software
applications;
• Initiates studies: prepares report of recommendations;
• Recommends the contracting of projects for central IT or departmental needs;
participates in the procurement process, including the selection of
consultants/vendors;
• Provides guidance to departmental personnel; monitors contractor's work to ensure
compliance to contract provisions;
• Serves as technical resource and provides advice and assistance on matters related
to information technology that require substantial knowledge of computer systems
and software applications;
• Maintains liaison with vendors and manufacturing firms to coordinate acquisition of
computer hardware and software;
• Attends seminars and presentations conducted by vendors, manufacturers,
governmental agencies, and other organizations to keep abreast of computer
technology and systems techniques;
• Determines the potential effect on current procedures and operations and
implements changes as necessary:
• Provides orientation and training of new employees in the functional area assigned;
• Plans, develops, organizes, and conducts training programs for departmental
employees county-wide;

• Participates in the preparation of the department's annual budget;
• Provides testimony in support of requests for budgeted amounts and additional
personnel at administrative and Council hearings;
• Assigns and reviews the work of subordinates; prepares job performance
evaluations;
• Recommends personnel actions including hiring, promotion, disciplinary actions, and
terminations;
• Oversees the maintenance of records;
• Prepares various reports and correspondence;
• Enforces and complies with all Federal, State, and County laws, regulations, and
policies relating to occupational safety and health; and
• Performs other related duties as required.
Knowledge of:
The principles and practices of supervision, public administration, organization, and
management; management requirements relative to information technology including
network communications, data base management, computer operations and programming;
systems software and infrastructure, system control and securities, etc.; current trends and
available resources in the field of information technology; the operation, characteristics, and
capabilities of various IT systems and equipment; and report writing.
Ability to:
Plan, assign, supervise, coordinate, and review the work of subordinates; gather,
analyze, correlate, and evaluate facts and make sound conclusions and recommendations;
formulate policies and procedures; prepare clear and concise reports and correspondence;
prepare and justify budget requests; establish and maintain effective working relationships
with departmental employees, manufacturers' representatives, and personnel from other
governmental agencies and County departments.
This is an amendment to the specification for the class INFORMATION TECHNOLOGY
PROGRAM MANAGER, which was approved on November 30, 2020, and is to be substituted
for that specification.

Minimum Qualification Specifications
for the Class:
INFORMATION TECHNOLOGY PROGRAM MANAGER
EM-03, BU-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree, and
• four (4) years of specialized work experience; and
• one (1) year of supervisory work experience.
Qualifying Specialized Work Experience:
Professional work experience in IT which include work in the areas of user and
systems requirements and analysis, applications development and maintenance, computer
systems support, network design and maintenance, and/or data/database.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to four
(4) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months of experience).
A master’s degree or PhD may be substituted for the education requirement.

The following may be substituted for experience:
A. Successful completion of semester credits specific in information technology,
computer science or a related field leading towards a Bachelor’s/Master’s/PhD
degree from an accredited college or university, may be substituted up to one (1)
year of the specialized work experience requirement (15 semester credits = 6
months).
B. A Master’s degree in information technology, computer science or a related field from
an accredited college or university may be substituted for one (1) year of the
specialized work experience requirement.
C. A Doctorate’s degree in information technology, computer science or a related field
from an accredited college or university may be substituted for one (1) year of the
specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
