FEBRUARY 7, 2018
A public hearing of the Council of the County of Kaua`i was called to order by
Arryl Kaneshiro, Chair, Budget & Finance Committee, on Wednesday,
February 7, 2018, at 1:49 p.m., at the Council Chambers, 4396 Rice Street, Suite 201,
Historic County Building, Lihu`e, and the presence of the following was noted:

The Clerk read the notice of the public hearing on the following:
"Bill No. 2682 — A BILL FOR AN ORDINANCE AMENDING
ORDINANCE NO. B-2017-821, AS AMENDED, RELATING TO THE
OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII,
FOR THE FISCAL YEAR JULY 1, 2017 THROUGH JUNE 30, 2018, BY
REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND
(Parks & Recreation Improvements (Operating Budget))"; and
"Bill No. 2683 — A BILL FOR AN ORDINANCE AMENDING
ORDINANCE NO. B-2017-822, AS AMENDED, RELATING TO THE
CAPITAL BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII,
FOR THE FISCAL YEAR JULY 1, 2017 THROUGH JUNE 30, 2018, BY
REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND-CIP
(Parks & Recreation Improvements (CIP Budget)),"
which were ordered to print by the Council of the County of Kaua`i on
January 10, 2018, and published in The Garden Island newspaper on
January 17, 2018.
The hearing proceeded as follows:
JADE K. FOUNTAIN-TANIGAWA, County Clerk: Chair, we have no
registered speakers and no written testimony on Bill No. 2682, as well as for
Bill No. 2683.
Committee Chair Kaneshiro: Anyone in the audience wishing to testify on
these? This is the Parks money, not roads. This is the money that exceeded our
reserve target point and we are using that money to do capital projects. We went

through it last time on what the projects were, but it exceeded our thirty percent
(30%) reserve target that we were going for on the last budget.
LONNIE SYKOS: For the record, Lonnie Sykos. Returning to
my earlier theme, my question is why these items were not included in the budget.
Whether it is a basketball court resurfacing or the need to make improvements at a
comfort station, all the items were listed. This is just normal business. This should
have been planned for in the Parks' Master Plan for Maintenance and Repairs. It
makes our entire budget process somewhat meaningless to apparently, intentionally
not put these items in the budget in order to meet some theoretical budget goal and
then turn about in the middle of the budget year and say, "We need this extra money
for what is apparently routine repair and maintenance." My observation is that yes
the work needs to get done and I am not privy to the details of how critical it is or
what liabilities there are for the public in getting sued if it is not done. But on the
practical side of how do you deal with the budget, the response should be, "No, you
should have put it in the budget." I do not have an opinion on whether or not you
should approve this funding, because I do not know what liability there is and I do
not know the impact that it has on the usability of our park resources. This is just
plain wrong. This should not be coming to us in the middle of the budget season
saying that we need all of this additional money for things that should have been
planned for. Thank you.
