HomeMy WebLinkAbout02/07/2018 Public hearing minutes on BILLS 2684, 2685 PUBLIC HEARING FEBRUARY 7, 2018 A public hearing of the Council of the County of Kaua`i was called to order by Arryl Kaneshiro, Chair, Budget & Finance Committee, on Wednesday, February 7, 2018, at 1:56 p.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the presence of the following was noted: Honorable Mason K. Chock Honorable Ross Kagawa Honorable Arryl Kaneshiro Honorable JoAnn A. Yukimura Honorable Mel Rapozo Excused: Honorable Arthur Brun Honorable Derek S.K. Kawakami The Clerk read the notice of the public hearing on the following: "Bill No. 2684 — A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. B-2017-821, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR JULY 1, 2017 THROUGH JUNE 30, 2018, BY REVISING THE AMOUNTS ESTIMATED IN THE HIGHWAY FUND (Maluhia, Koloa, and Olohena Collector Roads (Operating Budget))"; and "Bill No. 2685 — A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. B-2017-822, AS AMENDED, RELATING TO THE CAPITAL BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR JULY 1, 2017 THROUGH JUNE 30, 2018, BY REVISING THE AMOUNTS ESTIMATED IN THE HIGHWAY FUND-CIP (Maluhia, Koloa, and Olohena Collector Roads (CIP Budget))," which were ordered to print by the Council of the County of Kaua`i on January 10, 2018, and published in The Garden Island newspaper on January 17, 2018. The hearing proceeded as follows: JADE K. FOUNTAIN-TANIGAWA, County Clerk: Committee Chair, we have no written testimony and no registered speakers. Committee Chair Kaneshiro: Mr. Mickens. This one is on the roads. GLENN MICKENS: For the record, Glenn Mickens. Since we are going to be spending two million seven hundred fifty thousand dollars ($2,750,000) PUBLIC HEARING 2 FEBRUARY 7, 2018 BILL NO. 2684 AND BILL NO. 2685 for Maluhia, Koloa, and Olohena, I just want to know where I could get a breakdown of how much that is going to go for Olohena. I know Councilmember Kagawa is familiar with Olohena. It is about a five-mile road and I think the cost of this is somewhere around three hundred fifty thousand dollars ($350,000) a mile if they are going to be using asphalt concrete on it. I am just curious to know how much of that two million seven hundred fifty thousand dollars ($2,750,000) is going to go for that. I know you probably cannot answer that, but I was just wondering where I could get that information. How much goes for that and how much goes for the other two (2) roads. That is all. Committee Chair Kaneshiro: Councilmember Kagawa. Councilmember Kagawa: You are here a lot, Glenn, so I would direct you to Lyle Tabata or Mike Tresler to give you the most recent amounts. However, going forward in the Committee, I am sure we will be discussing it again. Members will be asking a lot of questions at the Committee. Committee Chair Kaneshiro: They provided that number before, it is an 80/20 match. We are providing twenty percent (20%), but I do not have the number on me right now. Mr. Mickens: Yes. The Feds are giving eighty percent (80%) of it, right? Committee Chair Kaneshiro: Correct. Mr. Mickens: Which is really good. Committee Chair Kaneshiro: That is why you can spread the two million seven hundred fifty thousand dollars ($2,750,000) over three (3)projects, because that amount is going for twenty percent (20%) and then the eighty percent (80%) is coming from the Feds. Mr. Mickens: I had no idea how big that Koloa and other road is. Olohena, I know. Are they as long as Olohena? Councilmember Kagawa: Yes. Mr. Mickens: So it will be about the same. Thank you. Committee Chair Kaneshiro: Anyone else wishing to testify on this? Lonnie. LONNIE SYKOS: For the record, Lonnie Sykos. The concern that I have is, is the Council aware of what the Administration's schedule and program is for maintaining the road...these soon to be repaved roads? I live in Wailua Houselots, so we have had some major repaving done during the replacement of our water system, so the edges of the roads are starting to crack now. It has been two (2) to three (3) years, if I can remember correctly, although I may not, but somewhere around three (3) years is when they should be coming in and putting some type of a PUBLIC HEARING 3 FEBRUARY 7, 2018 BILL NO. 2684 AND BILL NO. 2685 sealant coat on the asphalt to protect it. So a generic question to the Council specific to this item issue as well, is does the County have a maintenance schedule in the funding and personnel in place to maintain all this new pavement or is it all going to crumble apart in five (5) years? That is what will happen if we do not keep the roads sealed. Thank you. Committee Chair Kaneshiro: Anyone else in the audience wishing to testify on this? Tessie. TESSIE KINNAMAN: Aloha. Tessie Kinnaman, for the record. Good afternoon. I know it is on these three (3) roads, but I still would like to see during this budget process where the connector road in Koloa started to be worked on, because at the last meeting, Michael Moule mentioned that it would take ten (10) or fifteen (15) years before they get started on the road, but I would think that you would at least get the ball rolling. I do not want to wait until fifteen (15) years, I might not be alive by then, so I cannot be pushing for the connector road. If it is going to take that long...this Statewide Transportation Improvement Program (STIP) that I gave you folks a couple of months ago, this is from the year 2011, and for the budget year 2015-2016. If we could somehow get it started so that we are not behind the eight ball by the time Kukui`ula gets built out, because they are going gangbusters right now. Somewhere along the line if you could put it in your budget. I do not know if you folks would do another ordinance or the Administration has to request it. I am not too sure how it works. Mahalo.
