JUNE 27, 2018
A public hearing of the Council of the County of Kaua`i was called to order by
Arryl Kaneshiro, Chair, Budget & Finance Committee, on Wednesday, June 27, 2018,
at 2:27 p.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County
Building, Lihu`e, and the presence of the following was noted:
Honorable Mason K. Chock
Honorable Ross Kagawa
Honorable Arryl Kaneshiro
Honorable Derek S.K. Kawakami
Honorable JoAnn A. Yukimura
Honorable Mel Rapozo
Not Present: Honorable Arthur Brun
The Clerk read the notice of the public hearing on the following:
"Bill No. 2712 – A BILL FOR AN ORDINANCE TO AMEND
SECTION 5A-9.1 OF THE KAUAI COUNTY CODE 1987, AS AMENDED,
RELATING TO REAL PROPERTY TAX,"
which was ordered to print by the Council of the County of Kaua`i on May 30, 2018,
and published in The Garden Island newspaper on June 7, 2018.
The following communication was received for the record:

The hearing proceeded as follows:
SCOTT K. SATO, Deputy County Clerk: We received one (1) written
testimony in support and have no registered speakers.
Committee Chair Kaneshiro: Anyone in the audience wishing to testify on
this? Felicia.
FELICIA COWDEN: Felicia Cowden. I have to look at the
amendment deeper. On that, I have not read it, but I will say that we really need to
take care of our farmers, particularly those who got hurt in this flood. I know a
number who have been devastated, so when I am hearing that right there—yes, I
support the fact to give them an extension. It makes me a little nervous that they
would be given a huge penalty if they did not pull it off in the allotted amount of time.
I do not know what that time is, but I am glad that this consideration is in there and

it is very important that we do not ruin farmers who have just been devastated.

this? Seeing none, this public hearing is now adjourned. We are done for today.
There being no one present to testify on this matter, the public hearing
adjourned at 2:29 p.m.
