FEBRUARY 19, 2020
A public hearing of the Council of the County of Kaua`i was called to order by
Arryl Kaneshiro, Chair, Committee of the Whole, on Wednesday, February 19, 2020,
at 1:51 p.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County
Building, Lihu`e, and the presence of the following was noted:
Honorable Arthur Brun (present at 1:53 p.m.)
Honorable Mason K. Chock
Honorable Felicia Cowden
Honorable Luke A. Evslin
Honorable Ross Kagawa
Honorable KipuKai Kuali`i (present at 1:52 p.m.)
Honorable Arryl Kaneshiro
The Clerk read the notice of the public hearing on the following:
"Bill No. 2770 — A BILL FOR AN ORDINANCE AMENDING
ORDINANCE NO. B-2019-856, AS AMENDED, RELATING TO THE
OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII,
FOR THE FISCAL YEAR JULY 1, 2019 THROUGH JUNE 30, 2020, BY
REVISING THE AMOUNTS ESTIMATED IN THE SOLID WASTE FUND
(Kekaha Landfill Transition Funding and Equipment— $1,312,000.00),"
which was ordered to print by the Council of the County of Kaua`i on
January 29, 2020, and published in The Garden Island newspaper on
February 5, 2020.
The hearing proceeded as follows:

testimony and have one (1) registered speaker. The first speaker is Alice Parker.
Committee Chair Kaneshiro: Alice.
ALICE PARKER: Greetings Councilmembers. We have got to
do something about the fill we put...
Committee Chair Kaneshiro: Alice, could you please state your name for the
record, please?
Ms. Parker: I am sorry. Alice Parker for the record, thank
you. I forgot who I was. We have got to do something about the input to the Kekaha
Landfill. I know I am late. I did not get up early and read Gary Hooser's article who
said to "Get there."

Ms. Parker: We do need to enact the ban for the use of
Styrofoam containers. We need to reduce the feeding of the Kekaha Landfill with
everything. It is a mountain. We need to help to preserve the planet for our future
generations. This ban will inspire consumers to think before using non-compostable
items, hopefully. Yes, it brings higher costs to businesses, but they can share this
cost by increasing purchase prices to customers. We all must take care of our Mother
Earth. It is the only home we have now. Thank you. Mahalo.

audience wishing to testify on this Bill? Seeing none, this public hearing is now
adjourned.
There being no further testimony, the public hearing adjourned at 1:54 p.m.
