NOVEMBER 12, 2020
A public hearing of the Council of the County of Kauai was called to order by
Arryl Kaneshiro, Chair, Committee of the Whole, on Thursday, November 12, 2020,
at 9:25 a.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County
Building, Lihu`e, and the presence of the following was noted:

Honorable Luke A. Evslin (via remote technology)
Honorable Ross Kagawa
Honorable KipuKai Kuali`i
Honorable Arryl Kaneshiro
Excused: Honorable Arthur Brun*
JADE K. FOUNTAIN-TANIGAWA, County Clerk: Please note that we
will run today's meetings pursuant to the Governor's Supplementary Emergency
Proclamations with the most recent relating to the Sunshine Law being his
Fourteenth Supplementary Emergency Proclamation dated October 13, 2020.
The Clerk read the notice of the public hearing on the following:
"Bill No. 2808 — A BILL FOR AN ORDINANCE AMENDING
ORDINANCE NO. B-2020-866, AS AMENDED, RELATING TO THE
OPERATING BUDGET OF THE COUNTY OF KAUA`I, STATE OF HAWAII,
FOR THE FISCAL YEAR JULY 1, 2020 THROUGH JUNE 30, 2021, BY
REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND
(General Fund Unassigned Fund Balance (Ho olako/Ka ana Parcel
Improvements)—$1,400,000.00),"
which was ordered to print by the Council of the County of Kauai on October 21, 2020,
and published in The Garden Island newspaper on October 28, 2020.
This hearing proceeded as follows:

testify regarding this agenda item.)

Council Chair Kaneshiro: Being that we did not receive any testimony
and did not have any registered speakers for this item, this public hearing is
adjourned.
There being no one present to testify on this matter, the public hearing
adjourned at 9:26 a.m.

*Beginning with the March 11, 2020 Council Meeting and until further notice,
Councilmember Arthur Brun will not be present due to U.S. v. Arthur Brun et al.,
Cr. No. 20-00024-DKW (United States District Court), and therefore will be noted as
excused (i.e., not present).
