HomeMy WebLinkAbout05/12/2021 Public hearing minutes on RES 2021-14, BILL 2818, BILL 2819 PUBLIC HEARING MAY 12, 2021 A public hearingof the Council of the Countyof Kaua`i was called to order by Arryl Kaneshiro, Chair, Committee of the Whole, on Wednesday, May 12, 2021, at 5:00 p.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the presence of the following was noted: Honorable Bernard P. Carvalho, Jr. Honorable Mason K. Chock Honorable Felicia Cowden Honorable Bill DeCosta Honorable Luke A. Evslin (via remote technology) Honorable KipuKai Kuali`i (via remote technology) Honorable Arryl Kaneshiro Council Chair Kaneshiro: Please note that we will run today's meeting pursuant to the Governor's Supplementary Emergency Proclamations with the most recent relating to the Sunshine Law being his Nineteenth Supplementary Emergency Proclamation dated April 9, 2021. Good evening, I would like to thank everyone for joining us for our Fiscal Year 2021-2022 Budget Public Hearings. Today, we will hold our public hearings for the Real Property Tax Resolution, Operating Budget, and CIP Budget for Fiscal Year 2021-2022. Jade, could you please read the various notices for each public hearing all together at the beginning. Please also read the notice for the Real Property Tax Resolution that you are required to read pursuant to the Kaua`i County Code 1987, as amended. Jade, could you also let us know how many pieces of written testimony we received for each item when you read the notices. The Clerk read the notice of the public hearing on the following: "Resolution No. 2021-14 RESOLUTION ESTABLISHING THE REAL PROPERTY TAX RATES FOR THE FISCAL YEAR JULY 1, 2021 TO JUNE 30, 2022 FOR THE COUNTY OF KAUAI," "Bill No. 2818 A BILL FOR AN ORDINANCE RELATING TO THE OPERATING BUDGET AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2021 TO JUNE 30, 2022 (Fiscal Year 2021-2022 Operating Budget)," and PUBLIC HEARING 2 MAY 12, 2021 RESOLUTION NO. 2021-14, BILL NO. 2818, AND BILL NO. 2819 "Bill No. 2819 A BILL FOR AN ORDINANCE RELATING TO CAPITAL IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2021 TO JUNE 30, 2022 (Fiscal Year 2021-2022 CIP Budget)," which were ordered to print by the Council of the County of Kaua`i on March 24, 2021, and published in The Garden Island newspaper on April 1, 2021. Sifuentes, Jenn, dated May 12, 2021 (Bill No. 2819) JADE K. FOUNTAIN-TANIGAWA, County Clerk: We received three (3) pieces of written testimony for Bill No. 2819 relating to the Capital Budget. We have no registered speakers. Pursuant to Section 5A-6.3 of the Kaua`i County Code 1987, as amended, the Kauai County Council hereby announces its intention to fix the Real Property Tax Rates for Fiscal Year 2021-2022 on June 2, 2021 at 8:30 a.m. or soon thereafter in the Council Chambers located at 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, Hawai`i. (No registered speakers requested to testify regarding these agenda items.) Council Chair Kaneshiro: We will be back on Friday, May 14, 2021, at 8:30 a.m. for a Special Council Meeting to address the Mayor's Supplemental Budget Communication, then will continue the day with our Budget Decision-Making at 9:00 a.m. until we are done.
