For Bill No. 2852, "A Bill For An Ordinance Relating To Capital Improvements And Financing Thereof For The Fiscal Year July 1, 2022 To June 30, 2023," Deliberation and Preliminary Decision-Making is for purposes of Council discussion, deliberation, and preliminary decision-making regarding various revenue or appropriation items, and various general budget provisos. For Resolution No. 2022-10, "Resolution Establishing The Real Property Tax Rates For The Fiscal Year July 1, 2022 To June 30, 2023 For The County Of Kaua`i," Deliberation and Preliminary Decision-Making is for purposes of Council discussion, deliberation, and preliminary decision-making regarding the various tax rates described in this Resolution. The Committee of the Whole may also consider the following in its Deliberation and Preliminary Decision-Making on the Mayor's 2022-2023 Annual Budget: 1. Mayor's May 6, 2022 Supplemental Budget Modification Communication to the Council; 2. Items discussed in Departmental Budget Reviews held between March 24 —April 5, 2022; 3. Items discussed in Departmental Call-Backs and Additional Departmental Budget Reviews held between April 7 —April 14, 2022; and 4. Items relating to the budget, including, but not limited to, use of a line-item or program budget format. For all of the Mayor's 2022-2023 Annual Budget, Deliberation and Preliminary Decision-Making is also for purposes of facilitating making amendments to Bill No. 2851, Bill No. 2852, and Resolution No. 2022-10 at the Council's subsequent meeting of the Committee of the Whole regarding these items. Each Deliberation and Preliminary Decision-Making meeting scheduled between May 13, 2022 and May 17, 2022 is subject to cancellation by the Chair of the Council's Committee of the Whole. Meeting dates listed after May 13, 2022 are a continuation of the May 13, 2022 meeting. Pursuant to Act 220, SLH 2O21 and Governor David Y. Ige's Emergency Proclamation Related to COIF-19 (Omicron.Variant) dated January 26, 2022, the meetings of the Kauai County Council will be conducted as follows until further notice: • Meetings will be noticed pursuant to Hawaii Revised Statutes (HRS) Chapter 9 . • The meeting will be closed to the public to be consistent with social distancing practices due to the COVID-19 pandemic. • Councilmebers and/or resource individuals:may appear via remote technology. • The meeting will be live streamed and also available as an archived meeting after completion, at www.kauai.gov/webeastmeetings. Captions will, be provided. Please note video production services or enhancements will not be available. • Written testimony may be submitted on any agenda item and is appreciated at least one (1) hour prior to the meeting.
