A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO B-2020-866,
AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2020 THROUGH JUNE 30, 2021, BY REVISING THE AMOUNTS
ESTIMATED IN THE GENERAL FUND (Parks & Recreation RAIN20 Event
— $660,000 00)
This Bill proposes to amend Ordinance No B-2020-866, as amended, relating
to the Operating Budget of the County of Kaua`i, State of Hawaii, for the Fiscal
Year July 1, 2020 through June 30, 2021, by utilizing. $660,000.00 from the General
Fund-Committed (Disaster Response) account to fund the following projects in the
Department of Parks & Recreation- (1) Parks Maintenance, Special Projects, Debris
Removal — Lydgate Beach Park & Wailua Beach, Recreational / Other, and
(2) Convention Hall, R&M Buildings, Buildings & Equipment, to fund debris
removal, parks facilities repairs, and replenishment of protective measure
expenditures as a result of the March 2020 rain event

COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2020 THROUGH JUNE 30, 2021, BY REVISING THE AMOUNTS
ESTIMATED IN THE GENERAL FUND (Transient Accommodations Tax
Revenue Reduction (Half Year)— ($7,467,500 00))
This Bill proposes to amend Ordinance No B-2020-866, as amended, relating
to the Operating Budget of the County of Kaua`i, State of Hawai`i, for the Fiscal
Year July 1, 2020 to June 30, 2021, by revising the amounts estimated in the
General Fund by appropriating $7,467,500 00 from the Equity / Fund Balance —
Unassigned to the Inter-Governmental Revenues — State Grant-In-Aid — State
Transient Accommodations Tax (TAT) to fund the anticipated half year shortfall
through December 31, 2020 due to COVID-19.

This Bill proposes to amend Ordinance No B-2020-866, as amended, relating
to the Operating Budget of the County of Kaua`i, State of Hawai`i, for the Fiscal
Year July 1, 2020 through June 30, 2021, by transferring $1,400,000.00 from the
General Fund-CIP to the General Fund Equity / Fund Balance — Unassigned
account, as the Ho`olako/Ka`ana Parcel Improvements project in the General
Fund-CIP has been defunded

ESTIMATED IN THE BOND FUND AND GENERAL FUND-CIP
(Ho olako/Ka ana Parcel Improvements Defunding— $4,500,000 00)
This Bill proposes to amend Ordinance No B-2020-867, as amended, relating
to the Capital Budget of the County of Kaua`i, State of Hawaii, for the Fiscal Year
July 1, 2020 through June 30, 2021, by defunding the Ho`olako/Ka`ana Parcel
Improvements project in the amount of $3,100,000 00 in the Bond Fund and
$1,400,000 00 in the General Fund-CIP

ESTIMATED IN THE GENERAL FUND (HGEA Retroactive Raises —
Grant-Funded Positions)
The purpose of this Bill is to amend Ordinance No B-2020-866, as amended,
relating to the Operating Budget of the County of Kaua`i, State of Hawaii, for the
Fiscal Year July 1, 2020 to June 30, 2021, by revising the amounts estimated in the
General Fund to dollar fund grant-funded positions in the Office of the Prosecuting
Attorney, Planning Department, and Fire Department, to receive retroactive
arbitrated awards provided for the Hawaii Government Employees
Association (HGEA)

The purpose of this Bill is to amend Ordinance No B-2020-866, as amended,
relating to the Operating Budget of the County of Kaua`i, State of Hawai`i, for the
Fiscal Year July 1, 2020 to June 30, 2021, by revising the amounts estimated in the
General Fund by appropriating $2,000,000 00 from the Equity / Fund Balance —
Unassigned to the following accounts to continue the County's protective measures
in mitigating and managing the impacts of COVID-19 once Federal Coronavirus
Aid, Relief, and Economic Security (CARES) Act funding ceases on
December 31, 2020•

AS AMENDED, RELATING TO THE CAPITAL BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2020 THROUGH JUNE 30, 2021, BY REVISING THE AMOUNTS
ESTIMATED IN THE BOND FUND AND GENERAL FUND-CIP (HRMS,
Payroll & Personnel System — $1,335,000.00)
This Bill proposes to amend Ordinance No B-2020-867, as amended, relating
to the Capital Budget of the County of Kaua`i, State of Hawai`i, for the Fiscal Year
July 1, 2020 through June 30, 2021, by utilizing (1) $1,225,000.00 from the Bond
Fund ($127,411 00 from the CIP Contingency Fund, $1,000,000.00 from the Land
Information Management System project, and $97,589.00 from the Salt Pond
Wastewater Improvements project) and (2) $110,000 00 from the General Fund-CIP
($10,000.00 from the IT Systems Countywide Evaluation, Design & Implementation
project and $100,000 00 from the Kapule Counters Renovation (RPA/Planning)
project) to fund the additional HRMS, Payroll & Personnel project costs
All interested persons who wish to present their comments may do so at the
public hearing. Written testimony prior to the hearing would be appreciated.

Services Division by mail, facsimile, or via E-mail to counciltestimony@kauai.gov
Copies of these Bills are available at the Office of the County Clerk, Council
Services Division.
(The Council Committee or Council may amend these Bills at their
subsequent meetings. Meeting notices are posted at least six (6) days in advance at
the County Clerk's Office and the public may also testify at any of these meetings )
