HomeMy WebLinkAbout 03/15/2017 Committee of the Whole minutes MINUTES COMMITTEE OF THE WHOLE March 15, 2017 A meeting of the Committee of the Whole of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Arryl Kaneshiro, Presiding Officer, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, March 15, 2017, at 9:12 a.m., after which the following Members answered the call of the roll: Honorable Arthur Brun Honorable Mason K. Chock Honorable Arryl Kaneshiro Honorable Derek S.K. Kawakami Honorable JoAnn A. Yukimura Excused: Honorable Ross Kagawa Honorable Mel Rapozo Minutes of the February 15, 2017 Committee of the Whole Meeting. Upon motion duly made by Councilmember Kawakami, seconded by Councilmember Yukimura, and carried by a vote of 5:0:2 (Councilmember Kagawa and Council Chair Rapozo were excused), the Minutes of the February 15, 2017 Committee of the Whole Meeting was approved. ES-896 Pursuant to Hawai`i Revised Statutes (HRS) Sections 92-4, 92-5(a)(4), and Kaua`i County Charter Section 3.07(E), the Office of the County Attorney, on behalf of the Kaua`i County Council, requests an Executive Session to brief the Committee of the Whole on matters regarding the Grant of Pedestrian Access and Parking Easements from CIRI Land Development Company, and related matters. The briefing and consultation involves consideration of the powers, duties, privileges, immunities, and/or liabilities of the Council and the County as they relate to this agenda item. Councilmember Chock moved to convene in Executive Session for ES-896, seconded by Councilmember Yukimura. Councilmember Kaneshiro: We will take public testimony on this Executive Session. The Executive Session is on the CIRI easement. Is there anyone in the audience wishing to testify on the Executive Session item? There being no objections, the rules were suspended to take public testimony. COW COMMITTEE MEETING 2 MARCH 15, 2017 There being no one present to provide public testimony, the meeting was called back to order, and proceeded as follows: Councilmember Kaneshiro: We are going to go into Executive Session. I think it is going to take about thirty (30) minutes, and then we will be back out. Roll call vote, please. The motion to convene in Executive Session for ES-896 was then put, and carried by the following vote: FOR EXECUTIVE SESSION: Brun, Chock, Kaneshiro, Kawakami, Yukimura TOTAL— 5, AGAINST EXECUTIVE SESSION: None TOTAL— 0, EXCUSED & NOT VOTING: Kagawa, Rapozo TOTAL— 2, RECUSED & NOT VOTING: None TOTAL— 0.
