PUBLIC WORKS / PARKS & RECREATION COMMITTEE
January 19, 2017
A meeting of the Public Works / Parks & Recreation Committee of the Council
of the County of Kaua`i, State of Hawai`i, was called to order by Ross Kagawa, Chair,
at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Thursday,
January 19, 2017, at 8:31 a.m., after which the following Members answered the call
of the roll:

Honorable Mel Rapozo, Ex-Officio Member

Minutes of the January 4, 2017 Public Works / Parks & Recreation Committee
Meeting.
Upon motion duly made by Councilmember Kaneshiro, seconded by
Councilmember Brun, and unanimously carried, the January 4, 2017 Public
Works / Parks & Recreation Committee Meeting was approved.
The Committee proceeded on its agenda item, as shown in the following
Committee Report, which is incorporated herein by reference:
CR-PWPR 2017-07: on PWPR 2017-05 Communication (11/29/2016) from
Councilmember Yukimura, requesting
the presence of the Acting County
Engineer, to provide a briefing on the
estimated $100 million backlog for road
repairs and maintenance. (Received
for the Record.)
(Note: The Committee was in recess from 10:35 a.m. to 10:45 a.m. during discussion
on PWPR 2017-05.)
The Committee proceeded on its agenda items as follows:
Bill No. 2612 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 14,
KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO
THE PLUMBING CODE (This item was Deferred to
February 15, 2017.)
Councilmember Kaneshiro moved to defer Bill No. 2612 to February 15, 2017,
seconded by Councilmember Chock.

Committee Chair Kagawa: There is no discussion on a deferral. All those
in favor of the deferral, signify by saying aye...
Council Chair Rapozo: Committee Chair Kagawa, was there anyone
in the audience that wanted to testify? I see a lot of people, but I do not know if
anyone is here for that.
Committee Chair Kagawa: Does anyone want to speak on the Plumbing
Code?
Council Chair Rapozo: Thank you.
The motion to defer Bill No. 2612 to February 15, 2017 was then put, and
unanimously carried.
Bill No. 2613 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 13 OF
THE KAUAI COUNTY CODE 1987, AS AMENDED, RELATING
TO THE ELECTRICAL CODE (This item was Deferred to
February 15, 2017.)
Committee Chair Kagawa: Before we have the motion, I just want to
clarify something. I have been working with the Department of Public Works Chief
of Buildings, and the reason why he is asking for the deferral is because the Plumbing
Code and Electrical Code updates will take us to new higher standards, all of which
have a good purpose. However, no other County nor the State has adopted these Code
updates yet. In mutual agreement, our feeling is that we should wait to see the
progress of the other Counties and the State so that we do not require our
construction people on the island to have higher standards and higher costs than the
rest of the State because it is not always an advantage. While it is an advantage for
safety, sometimes Codes can already be implemented with higher safety on their own.
You do not have to have a Code to tell you to make it safer. These Codes do affect
construction costs and we want to make sure that we are consistent with the rest of
the State. With that, can I have a motion?
Councilmember Chock moved to defer Bill No. 2613 to February 15, 2017,
seconded by Councilmember Kaneshiro, and unanimously carried.
There being no further business, the meeting was adjourned at 11:12 a.m.
