PUBLIC WORKS / PARKS & RECREATION COMMITTEE
February 15, 2017
A meeting of the Public Works / Parks & Recreation Committee of the
Council of the County of Kaua`i, State of Hawai`i, was called to order by
Ross Kagawa, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e,
Kaua`i, on Wednesday, February 15, 2017, at 8:33 a.m., after which the following
Members answered the call of the roll:

Minutes of the February 1, 2017 Public Works / Parks & Recreation
Committee Meeting.
Upon motion duly made by Councilmember Kaneshiro, seconded by
Councilmember Chock, and unanimously carried, the Minutes of the
February 1, 2017 Public Works / Parks & Recreation Committee Meeting was
approved.
The Committee proceeded on its agenda items as follows:
Bill No. 2612 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 14,
KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO
THE PLUMBING CODE (This item was Deferred to
April 19, 2017.)
Councilmember Kaneshiro moved to defer Bill No. 2612 to April 19, 2017,
seconded by Councilmember Chock.
Committee Chair Kagawa: Again, for these two (2) agenda items, we are
going to request a deferral until April 19th. What we are doing with the updates for
the Plumbing Code and Electrical Code is that we are waiting for the State to adopt
it, as well as the City and County of Honolulu or some other county to adopt it as
well. We feel that though the Plumbing Code and Electrical Code would need to be
upgraded for safety etcetera, there is going to be a significant cost added to the
plumbing and electrical contract work that people will need to build their homes.
Therefore, we did not want Kaua`i County to have an unfair advantage, as far as
cost, in comparison to other islands in the State. That is why we are hoping to do it
simultaneously with the City and County of Honolulu and the State of Hawai`i to
make sure that we do not burden our residents with a higher cost for plumbing and
electrical costs. We are working with the Administration to make sure that we
can...we do not want to be the "guinea pig" in an area such as this, and although

there are safety advantages, there are disadvantages like cost that could actually
harm us by being first. That is my reasoning.
The motion to defer Bill No. 2612 to April 19, 2017 was then put, and
unanimously carried.
Bill No. 2613 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 13 OF
THE KAUAI COUNTY CODE 1987, AS AMENDED,
RELATING TO THE ELECTRICAL CODE (This item was
Deferred to April 19, 2017.)
Councilmember Kaneshiro moved to defer Bill No. 2613 to April 19, 2017,
seconded by Councilmember Chock, and unanimously carried.
Committee Chair Kagawa: With that, we will recess my Committee.
There are other items that have scheduled times. Thank you.
There being no objections, the Committee recessed at 8:36 a.m., to convene in
the Planning Committee Meeting.
The meeting was called back to order at 1:46 p.m., and proceeded on its
agenda item as follows, as shown in the following Committee Report, which is
incorporated herein by reference:
CR-PWPR 2017-11: on PWPR 2017-09 Communication (01/24/2017) from
Committee Chair Kagawa, requesting
the presence of the Director of Parks &
Recreation and the Deputy Director of
Parks & Recreation, to provide a
briefing on the Wailua Golf Course,
including but not limited to,
discussion of plans for concessions and
reducing the County's subsidy to the
Golf Fund. (Received for the
Record.)
There being no further business, the meeting was adjourned at 3:45 p.m.
