PUBLIC WORKS / PARKS & RECREATION COMMITTEE
September 19, 2018
A meeting of the Public Works / Parks & Recreation Committee of the Council
of the County of Kaua`i, State of Hawai`i, was called to order by Arryl Kaneshiro, Vice
Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on
Wednesday, September 19, 2018, at 8:35 a.m., after which the following Members
answered the call of the roll:
Honorable Arthur Brun
Honorable Mason K. Chock
Honorable Arryl Kaneshiro
Honorable JoAnn A. Yukimura
Honorable Derek S.K. Kawakami, Ex-Officio Member
Honorable Mel Rapozo, Ex-Officio Member
Excused: Honorable Ross Kagawa
Minutes of the September 5, 2018 Public Works / Parks & Recreation
Committee Meeting.
Upon motion duly made by Councilmember Brun, seconded by Councilmember
Chock, and carried by a vote of 4:0:1 (Committee Chair Kagawa was excused),
the Minutes of the September 5, 2018 Public Works / Parks & Recreation
Committee Meeting was approved.
The Committee proceeded on its agenda item as follows:
Bill No. 2710, Draft 1 A BILL FOR AN ORDINANCE AMENDING CHAPTER 12,
ARTICLE 6, KAUAI COUNTY CODE 1987, AS
AMENDED, RELATING TO THE ENERGY CODE (This
item was Deferred to October 17, 2018.)
Councilmember Kaneshiro: Committee Chair Kagawa did call me to let
me know that he was going to be sick and that I needed to run the meeting. For this
item in particular, he said that he is still speaking with organizations and there are
still some things that he needs to get clarified on some changes that are happening
with this Energy Code update, and he asked that we defer it to October 17th when he
is back. Then, he can also explain some of the discrepancies that he has been hearing
from the public. Do you folks want to talk? If anyone has questions on it now, we can
get a motion to approve and then defer it later. If there are no questions, then I would

ask that we defer it to October 17th. Is there any public testimony on the Energy
Code?
There being on objections, the rules were suspended to take public testimony.
There being no one present to provide testimony, the meeting was called back
to order, and proceeded as follows:
Councilmember Kaneshiro: I will take the motion.
Councilmember Brun moved to defer Bill No. 2710, Draft 1 to October 17, 2018, is
seconded by Councilmember Chock, and carried by a vote of 4:0:1 (Committee
Chair Kagawa was excused).
The Committee proceeded on its agenda item, as shown in the following
Committee Report, which is incorporated herein by reference:
CR-PWPR 2018-11: on Bill No. 2717 A BILL FOR AN ORDINANCE TO
AMEND CHAPTER 13 OF THE
KAUAI COUNTY CODE 1987, AS
AMENDED, RELATING TO THE
ELECTRICAL CODE (Approved.)
There being no further business, the meeting was adjourned at 8:38 a.m.
