PUBLIC WORKS / PARKS & RECREATION COMMITTEE
November 21, 2018
A meeting of the Public Works / Parks & Recreation Committee of the Council
of the County of Kaua`i, State of Hawai`i, was called to order by Arryl Kaneshiro,
Vice Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on
Wednesday, November 21, 2018, at 8:35 a.m., after which the following Members
answered the call of the roll:
Honorable Arthur Brun
Honorable Mason K. Chock
Honorable Arryl Kaneshiro
Honorable JoAnn A. Yukimura (present at 8:41 a.m.)
Honorable Derek S.K. Kawakami, Ex-Officio Member
Honorable Mel Rapozo, Ex-Officio Member
Excused: Honorable Ross Kagawa
Minutes of the October 17, 2018 Public Works/Parks & Recreation Committee
Meeting.
Upon motion duly made by Councilmember Chock, seconded by
Councilmember Brun, and carried by a vote of 4:0:1 (Committee Chair Kagawa
was excused), the Minutes of the October 17, 2018 Public Works / Parks &
Recreation Committee Meeting was approved.
The Committee proceeded on its agenda items as follows:
PWPR 2018-09 Communication (11/02/2018) from Committee Chair
Kagawa, requesting the presence of the Acting County
Engineer, to provide a briefing on the wastewater spill that
occurred on November 1, 2018 near the northern Leho
Drive intersection. (This item was Deferred.)
Committee Vice Chair Kaneshiro: Committee Chair Kagawa is sick today
and he requested that we defer this item until our next Committee Meeting.
Councilmember Brun moved to receive PWPR 2018-09 for the record, seconded
by Councilmember Chock.

Committee Vice Chair Kaneshiro: Is there anybody in the audience
wishing to testify on this item? Seeing none, can I get a motion to defer?
Councilmember Chock moved to defer PWPR 2018-09, seconded by
Councilmember Brun, and carried by a vote of 4:0:1 (Committee Chair Kagawa
was excused).
Committee Vice Chair Kaneshiro: Next item, please.
Bill No. 2612 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 14,
KAUAI COUNTY CODE 1987, AS AMENDED,
RELATING TO THE PLUMBING CODE (This item was
deferred.)
Committee Vice Chair Kaneshiro: Can I get a motion on it?
Councilmember Brun moved to approve Bill No. 2612, seconded by
Councilmember Chock.
Committee Vice Chair Kaneshiro: Again, for this item, the Committee
Chair is requesting that we do defer. He is speaking with both of the unions on it and
they have asked him to defer it. Is there anyone wishing to testify on Bill No. 2612?
If not, can I have a motion to defer?
Councilmember Brun moved to defer Bill No. 2612, seconded by
Councilmember Chock, and carried by a vote of 4:0:1 (Committee Chair
Kagawa was excused).

The Committee proceeded on its agenda items, as shown in the following

There being no further business, the meeting was adjourned at 9:08 a.m.
