COMMITTEE OF THE WHOLE
July 24, 2019
A meeting of the Committee of the Whole of the Council of the County of Kaua`i,
State of Hawai`i, was called to order by Arryl Kaneshiro, Chair, at the Council
Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, July 24, 2019,
at 9:56 a.m., after which the following Members answered the call of the roll:
Honorable Mason K. Chock
Honorable Felicia Cowden
Honorable Ross Kagawa
Honorable KipuKai Kuali`i
Honorable Arryl Kaneshiro
Excused: Honorable Arthur Brun
Honorable Luke A. Evslin
Minutes of the July 10, 2019 Committee of the Whole Meeting.
Upon motion duly made by Councilmember Kagawa, seconded by
Councilmember Kuali`i, and carried by a vote of 5:0:2 (Councilmembers Brun
and Evslin were excused), the Minutes of the July 10, 2019 Committee of the
Whole Meeting was approved.
EXECUTIVE SESSION:
ES-996 Pursuant to Hawai`i Revised Statutes (HRS) Sections 92-4 and
92-5(a)(2), (4), and (8), the purpose of this Executive Session is to consider matters
that require confidentiality under state law, to wit, the hiring of a County Auditor,
including interviewing any candidates, and terms and conditions of employment. The
further purpose of this Executive Session is to meet with the Council's legal counsel
on questions and issues relating to the Council's powers, duties, privileges,
immunities, liabilities, claims and/or potential claims, as such powers, duties,
privileges, immunities, liabilities, claims and/or potential claims relate to the
foregoing item, and to take such action as the Council deems appropriate:
Councilmember Kagawa moved to convene in Executive Session for ES-996, seconded
by Councilmember Chock.
Council Chair Kaneshiro: Is there anyone in the audience wishing to
testify on this item?
There being no objections, the rules were suspended to take public testimony.
COW COMMITTEE MEETING 2 JULY 24, 2019
There being no one present to provide testimony, the meeting was called back
to order, and proceeded as follows:
Council Chair Kaneshiro: Seeing none, roll call vote to go into Executive
Session.
The motion to convene in Executive Session for ES-996 was then put, and
carried by the following vote:
FOR EXECUTIVE SESSION: Chock, Cowden, Kagawa,
Kuali`i, Kaneshiro TOTAL — 5,
AGAINST EXECUTIVE SESSION: None TOTAL— 0,
EXCUSED & NOT VOTING: Brun, Evslin TOTAL— 2,
RECUSED & NOT VOTING: None TOTAL— 0.
There being no further business, the meeting was adjourned at 9:58 a.m.
