COMMITTEE OF THE WHOLE
August 21, 2019
A meeting of the Committee of the Whole of the Council of the County of Kaua`i,
State of Hawai`i, was called to order by Arryl Kaneshiro, Chair, at the Council
Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday,
August 21, 2019, at 11:18 a.m., after which the following Members answered the call
of the roll:
Honorable Mason K. Chock
Honorable Felicia Cowden
Honorable Luke A. Evslin
Honorable Ross Kagawa
Honorable KipuKai Kuali`i
Honorable Arryl Kaneshiro
Excused: Honorable Arthur Brun
Minutes of the August 7, 2019 Committee of the Whole Meeting.
Upon motion duly made by Councilmember Kuali`i, seconded by
Councilmember Chock, and carried by a vote of 6:0:1 (Councilmember Brun
was noted as excused), the Minutes of the August 7, 2019 Committee of the
Whole Meeting was approved.
EXECUTIVE SESSION:
ES-1002 Pursuant to Hawai`i Revised Statutes (HRS) Sections 92-4 and
92-5(a)(2), and (4), the purpose of this Executive Session is to consider matters that
require confidentiality under state law, to wit, the hiring of a County Auditor,
including interviewing any candidates, and terms and conditions of employment. The
further purpose of this Executive Session is to meet with the Council's legal counsel
on questions and issues relating to the Council's powers, duties, privileges,
immunities, and liabilities as it relates to this agenda item: Councilmember Kagawa
moved to convene in Executive Session for ES-1002, seconded by
Councilmember Kuali`i.
Council Chair Kaneshiro: Is there anyone in the audience wishing to
testify on this item?
There being no objections, the rules were suspended to take public testimony.

ALICE PARKER: Just real quick. Alice Parker, for the record.
Hiring a County Auditor is crucial and we have to insulate the County Auditor so he
or she does not die out the way poor Ernie Pasion did.
Council Chair Kaneshiro: Lonnie.
LONNIE SYKOS: For the record,Lonnie Sykos. I encourage you
to hire a County Auditor the sooner the better. I also, encourage you to have a
dialogue with the public. In the past, we have had enormous problems with—from
my personal perspective—the Administration and the Council's misperception of the
relationship between them and the County Auditor. That has to be a huge issue in
trying to hire one, because if you think that you should be able to tell the County
Auditor what to do, that violates their professional protocols and thus, you will never
be able to hire one. Please have this discussion in public and please hire a County
Auditor, thank you.
There being no further testimony, the meeting was called back to order, and
proceeded as follows:
Council Chair Kaneshiro: Seeing none, roll call vote to go into Executive
Session.
The motion to convene in Executive Session for ES-1002 was then put, and
carried by the following vote:
FOR EXECUTIVE SESSION: Chock, Cowden, Evslin,
Kagawa, Kuali`i, Kaneshiro TOTAL—6,
AGAINST EXECUTIVE SESSION: None TOTAL— 0,
EXCUSED & NOT VOTING: Brun TOTAL— 1,
RECUSED & NOT VOTING: None TOTAL— O.
There being no further business, the meeting was adjourned at 11:21 a.m.
